ExitEvent is a news partner of WRAL TechWire. RALEIGH, N.C. – Almost exactly two years ago, I trekked up to Albany, NY for the International Conference on Theory and Practice of Electronic Governance or ICEGOV (seriously, how about that acronym?). The conference’s theme that year was “Open Innovation for Global Change.” It was my first real initiation into the ‘open’ movement, but with keynotes from the likes of Sir Nigel Shadbolt, co-founder of the Open Data Institute (ODI) and Beth Noveck, the White House Open Government Initiative’s former director, I quickly signed onto the “open” movement.

DAKAR – The Ebola epidemic is threatening not only West Africans’ lives, but also the progress toward democracy, economic growth, and social integration that Liberia, Sierra Leone, and Guinea have made in the last decade. In order to protect their achievements, the three countries’ governments, which comprise the Mano River Union, must buttress their response to the current epidemic with a coordinated strategy to prevent future outbreaks. But they cannot do it alone. Though several experimental treatments and at least two candidate vaccines had been in development when Ebola emerged unexpectedly early this year, progress had stalled well before any were deemed ready to be tested in humans.

GP records soon wide open again: Just walk into a ‘safe haven’ The government is preparing to resume its GP patient data-sharing plan, even though its chief scientific advisor admits it can’t guarantee your privacy. The care.data initiative was put on hold iin February – but it will shortly resume with two exciting new Orwellian additions to our vocabulary. In theory the GP data is anonymised, but in practice, an individual’s identity can be reconstructed without too much difficulty. In addition, the data is open to all (for a peppercorn fee – PDF). The care.data dissemination programme was put on hold for six months while a “consultation” took place.

The words “government” and “game” don’t often go together – at least not in a positive way. But officials in Hawaii are adding gaming-based features to the state’s web services to drive citizen engagement. “A typical reaction was, ‘I’m sorry, gamification in government?’ Those two words – don’t juxtapose them,” Sanjeev “Sonny” Bhagowalia, Hawaii’s former chief information officer and current chief adviser to the governor on technology and cybersecurity, said of state workers’ response to the idea. “Sometimes we are kind of a no-fun zone or no-thrills zone, so to speak.” Hawaii is the first state to apply gaming components to its web services and the response has been encouraging so far.

But two Harvard authorities on government and technology say it doesn’t have to be that way. In their new book, “The Responsive City: Engaging Communities Through Data-Smart Governance,” Stephen Goldsmith, the Daniel Paul Professor of the Practice of Government at Harvard Kennedy School (HKS), and Susan Crawford, the John A. Reilly Visiting Professor in Intellectual Property at Harvard Law School (HLS), offer a road map for managers who want to move beyond the traditional silos of urban government.

A Wayne State grad student’s research tells a revealing story about who’s active in high-profile efforts to revive Detroit. Alex B. Hill gathered ethnic data from nine segments of Detroit’s tech, innovation, foundation and higher education sectors. He looks at the race of more than 800 leaders, entrepreneurs, university administrators, event speakers, trainees and startup employees. The results, posted at his blog and a Detroit Data site, put the first evidence behind a sense of racial imbalance in organizations working to reshape Detroit’s economy. “Detroit’s recovery, while exciting, is also deeply unequal,” Hill writes at the start of his presentation. He concludes there is “a deliberate, racially unequal distribution of support and funding.
