BRUSSELS — The Millennial generation is happy to embrace the concept of Big Data – with three quarters saying they fully understand the types of information and data that companies collect and share about them – a new global study has revealed. And nearly 80 per cent of young adults aged 18-30 feel in control of their personal online data, according to the findings of a Telefónica-commissioned survey of 6,700 Millennials across 18 countries. While this generation is confident online – 85 per cent believing they are on the cutting edge of technology – young digital natives did express concerns about digital privacy and security.

The World Wide Web Foundation firmly believes that open data, accessed through a free and open Web, can play a key role in tackling some of the toughest global development challenges we face. Yesterday, Fundar, Open Knowledge, the Open Institute, Sunlight Foundation and the Web Foundation made a joint submission to the UN Data Revolution Group, a group set up by UN Secretary-General Ban Ki-Moon ” to make concrete recommendations on bringing about a data revolution in sustainable development.” The full text of our submission is below. The New South Wales state government called on businesses to help design the next generation of apps to boost government service delivery using open data. Dominic Perrottet, New South Wales Minister for Finance and Services, launched the latest round of the apps4nsw competition this morning. apps4nsw is a series of events aimed at encouraging the citizens and businesses to use open data to create innovative web and mobile apps. The government has set aside a total of A$45,000 (US$39,600) for the most innovative ideas that can help the government transform citizen services, he said. “Our citizens deserve state of the art services and we’d like to co-design them with the best and brightest minds in the private sector,” he said.

The Open Government Partnership has announced a total of US$200,000 in funding over the next year to support open data programmes. “While there is an active, thriving international open data community, many governments and civil society organisations often lack the information and tools they need,” said the Open Data Working Group in its blog post yesterday. This funding initiative, called Open Data for Development (OD4D) Research Grants, aims to support projects that can demonstrate the importance of open data, particularly in developing countries. In the longer term, the working group hopes that these successes will become best practices to inspire more open data programmes around the world.

Last week, Stephen Colbert interviewed Leon Wieseltier, editor of the New Republic. Ever the provocateur, Colbert immediately challenged Wieseltier to state his critique of modern culture in 10 words or less. This is what Wieseltier came up with on the spot: I encountered this critique a day after reading a number of articles with issues of data access (open data) and data reanalysis at their core. One of these also touches on the seemingly endless attempts to link vaccines and autism, despite repeated results showing no link, including said reanalysis itself. Overall, early signs indicate that there are significant responsibilities coming our way as we make data more accessible, and we will need to carefully consider how to proceed.

What is now broadly seen as the European big data opportunity is getting an enthusiastic hearing in Europe. In the wake of the NSA revelations and Snowden’s bean-spilling it’s thought that Europe could end up with the best and most harmonised set of regulations and requirements around big data, user privacy and network security, making it the jurisdiction of choice for multinational corporations anxious to store their data and anchor their clouds in the best, and most risk-free, environment. According to Dr Richard Benjamins,  director of big data at Telefonica, which has just published a study on the big data and its acceptance in Europe, the next big thing after Big Data is: Open Data.

At Technical.ly’s Rise conference next week, two D.C. speakers will be discussing the growth of the open government movement: Code for DC co-organizer Matt Bailey and Sunlight Foundation policy associate Alisha Green. That’s maybe because D.C. has grown as an epicenter for the movement. The district was perhaps the first municipal government to adopt an open data policy, according to the Sunlight Foundation. Throughout the country, 47 local governments have now crafted open government plans — a number that’s nearly tripled since last year. But Green, an open gov expert at Sunlight, told us last week that changing the laws won’t suffice.

What: A report by the Commerce Department and New York University GovLab, “Realizing the Potential of Open Government Data: A Roundtable with the U.S. Department of Commerce” Why: It’s been nearly one year since the Commerce Department unveiled its “Open for Business” agenda, in which Commerce Secretary Penny Pritzker announced the department’s commitment to maximizing the value of its data. Since then there have been a series of initiatives, including a move to hire a chief data officer, establishing a Data Advisory Council made up of 15 private sector leaders, and an expansion of existing open data programs.
