Azavea wants to see your best Philadelphia data visualization. As part of the Knight Foundation-funded upgrade to data portal OpenDataPhilly, Callowhill GIS firm Azavea will feature up to ten visualizations that use Philly data on the new site, which is slated to launch in December. Winners may get small prizes, like an Amazon gift card, said Azavea CEO Robert Cheetham. (The contest isn’t part of the Knight grant, Cheetham said. Azavea is running and funding this on its own.) Though news site (and OpenDataPhilly “steward”) AxisPhilly shut down less than two months after the Knight grant was awarded to update the data portal, Temple University, which incubated AxisPhilly, and Azavea are committed to carrying out the update, Cheetham said.

A Kenyan start up is working with Airtel and IBM Research Africa to help governments in West Africa curtail the spread of Ebola. The partnership has seen communities affected by Ebola in Sierra Leone send information to the government through text messages collated by Echo Mobile – a Kenyan startup that specializes in leveraging basic data from mobile phones. The information is then fed back to a Central Government coordination unit who then send out medical teams to assist the affected families and communities. “We’re working to make sure that the stream of messages from patients, health workers and the general public can be used to augment the response effort and provide a direct and near real-time view of the situation on the ground,” said Jeremy Gordon, Product Director, Echo Mobile.

In order to curb the spread of deadly Ebola virus, IBM has launched several initiatives. The important donation of IBM Connections technology in Nigeria will strengthen the Lagos State government’s preparedness for future disease outbreaks. IBM will make their contribution in the form of their super-computing data crunching capabilities over in Sierra Leone, where this particular system would enable citizens to make reports of Ebola-related issues. Citizen Engagement in Sierra Leone IBM’s new Africa research lab, in collaboration with Sierra Leone’s Open Government Initiative, has developed a system that enables citizens to report their Ebola-related concerns via SMS or voice calls that are location-specific. The data will then be analyzed to identify correlations and highlight issues.

28 new ventures and counting created and £640,000 awarded to turn innovative ideas into reality. In Oct 2009 Ordnance Survey opened its first GeoVation Challenge to identify and launch new ventures that had found innovative ways of using geography and open data to solve real-world problems. Out of 166 submissions, three were selected to share £22,000 in start-up funding and to receive Ordnance Survey’s ongoing support that would see their ideas made real. Ordnance Survey has since run six more GeoVation Challenges, and has so far created 28 new ventures, awarded £640,000 in funding, and is currently running a challenge with Land Registry to improve the way we do housing.

IBM, working in conjunction with a number of organisations, is using a combination of mobile, cloud and analytics platforms to help Sierra Leone and Nigeria’s public health authorities contain Ebola outbreaks and help coordinate disaster relief efforts in the region. The partners, which include Sierra Leone’s Open Government Initiative, Cambridge University’s Africa’s Voices project, Airtel and Kenya’s Echo Mobile, are deploying a platform that enables citizens to report Ebola-related issues via SMS. Those messages are collected along with location-based data and fed into an IBM Connections-based platform that provides insight to governments about the disease’s spread, helping public health authorities identify correlations in the data and emerging outbreaks as they happen in real time.

In September, nearly four dozen U.S. Inspectors General signed a letter to Congressional committee leaders protesting the lack of transparency and access to material needed for their watchdog investigations. Yet it’s not usually inaccessible information that cuts the impact of the Inspectors. It’s the indifference of their parent agencies and Congress to the important findings they do produce. Consider the Nuclear Regulatory Commission’s Inspector General, which reported that NRC’s failure to flag construction project changes at Southern California Edison’s San Onofre nuclear plant — tied to steam generator malfunctions — led to the site’s shutdown. After India warned its military not to use Xiaomi devices owing to privacy fears, the Chinese firm has announced plans to open an Indian data centre. Xiaomi, which specialises in low-cost smartphones, has ambitions to sell 100,000 handsets in India every week. But the country’s air force warned its personnel against using the devices, citing security concerns about data being kept in Beijing. Xiaomi said it never collected user data without permission. The company has already begun the process of moving non-Chinese data out of Beijing, and instead into data centres owned by Amazon. The decision to open a facility in India is another move by Xiaomi to allay privacy fears.

IBM has joined the fight against Ebola in Africa, launching an analytics system to track the spread of the deadly disease in Sierra Leone. According to the World Health Organization (WHO), there have been more than 3,400 Ebola infections in Sierra Leone, with about 1,200 deaths. The disease has infected around 9,000 people in the hardest hit West African nations of Sierra Leone, Liberia and Guinea, killing more than 4,500. The system developed by IBM’s Nairobi, Kenya-based Africa research lab and Sierra Leone’s Government lets citizens report Ebola-related issues and concerns via text message or phone calls. The goal is to provide the country’s government with insight into communities affected by Ebola and improve its strategy for containing the disease.
