A new competition will give hackers out to good the opportunity to help make the government’s procurement process secure. In a statement, presidential spokesperson Edwin Lacierda, announced the start of the second #KabantayNgBayan contest, dubbed “Procurement Hack.” The contest was organized by the Philippine Government Electronic Procurement System (PhilGEPS), Open Data Philippines, and Globe Telecom. “Following the success of our first #KabantayNgBayan hackathon and Readysaster: Hack for Resilience, the Open Data Task Force is pleased to announce the launch of #KabantayNgBayan: Procurement Hack,” Lacierda said. Aside from encouraging transparency, the contest aims to use the potential of civic technology to raise public awareness of the procurement process.

VENTURES AFRICA – IBM has joined the global fight against the spread of the Ebola Virus Disease (EVD) in West Africa, using mobile technology, data analytics and cloud computing to stop the virus. The Big Blue has therefore launched initiatives in Sierra Leone, where the virus has killed 1281 people, and Nigeria, a country that was recently declared Ebola-free by the World Heath Organisation. Nigeria had eight fatalities who succumbed to the deadly virus. In Sierra Leone, the tech giant launched a citizen engagement and analytics system that enables communities affected by Ebola to communicate their issues and concerns directly to the government.

WHEN nearly 1,200 workers died in a tragic factory collapse outside Dhaka last year, dozens of global brands and retailers faced intense public pressure to improve safety in their supplier factories. More than 200 of these global companies have agreed to join one of two collective initiatives to improve factory safety, the Accord on Fire and Building Safety in Bangladesh and the Alliance for Bangladesh Worker Safety. Having just marked their one year anniversaries, both initiatives face significant challenges in fully addressing risks to workers in Bangladesh. But they have led to a significant collection of factory data that has the potential to fundamentally change the discussion about factory safety in Bangladesh and the broader supply chain.

This year the Cook County Medical Examiner’s Office became the first arm of Chicago-area government to actually list where the bodies are buried. Starting in August the county began listing the final resting places for people buried by the county’s indigent burial program, providing the exact location of more than 400 people in the past two years. The data set contains information such as names, race, sex and dates of death and burial. While it may seem like a very personal thing to post on a government data portal, Cook County Chief medical Examiner Dr. Stephen Cina said the goal of what they call the “virtual cemetery” is making sure there are as many ways as possible for families to find a loved one.

Sacramento, CA – Continuing his quest for transparency, State Controller John Chiang has just made over a decade’s worth of state pension fund information available for public view on his open data website, ByTheNumbers.sco.ca.gov. The site already allows taxpayers to track balance sheets of the state’s 58 counties and 450-plus cities in terms of their revenues, expenditures, liabilities, assets, and fund balances. According to Chiang, this latest, massive data dump, representing over a million new data fields, provides “a one-stop portal into the financial underpinnings” of each of California’s 130 public pension systems.

New apps being developed at the University of the West Indies (UWI), St Augustine will allow farmers to make more use of technology in their day-to-day farming practices. The apps were developed by students in UWI’s Department of Computing and Information Technology as part of AgriNeTT project, a collaborative effort between the department, UWI’s Faculty of Food and Agriculture, and farmers’ representatives. They were launched locally during the National Agriculture Marketing Development Company’s (Namdevco) World Food Day celebrations at the Norris Deonarine Wholesale Market, Macoya.

IBM has made several contributions to the efforts to contain the Ebola virus, including communications and data analysis systems and a platform for sharing information about the disease. The measures include a system intended to help Sierra Leone’s government receive and analyse communications from the public about Ebola-related issues via SMS or voice calls. A partnership between IBM’s recently established Africa research lab and Sierra Leone’s Open Government Initiative, the system allows citizens to communicate their concerns via voice calls or toll-free SMS messages, with a supercomputer-powered, cloud-based analytics system enabling the government to create maps that identify correlations and highlight emerging issues across the entire data set of messages.

In a deeply moving TED talk about the importance of critical thinking when dealing with data, big or small, Susan Etlinger reminds us why it’s important to think twice before assuming anything, even when backed up by data. Inevitably, morality comes into play too. As more and more problems, including perhaps fundamental ones, are tackled by data, it’s easy to see why. Consider this: if data tells us that bombing a foreign country will save more lives than it will erase, should we strike at once? Of course not, but what if it’s a research facility or a weapons factory?Let’s move, however, to something more prosaic – and slightly less frightening. Cities like New York and Washington launched so-called ‘app contests’ where developers took the city’s now-open data and made apps out of it.
