BENGALURU: The ‘Smart City’ initiative of the Narendra Modi government has so far been a centralised effort: identifying large players, marking boundaries within cities to build out a working model. Parallel to this, groups and individuals are working towards the same goal of making the city smart, but with a markedly different approach.Some of these people are trying to crowd source information about matters such as weather, pollution and noise — data atop which technologists can build visualisations or applications. This can then be used by people to make everyday decisions such as whether to take the umbrella while leaving for office, or renting a house in an area where pollution is less. For authorities, the data would be useful to set standards and regulations.

The new roof that spans Margaret Court Arena does more than keep out the weather. Built into the gantries that surround the sliding ceiling are Wi-Fi antennas that beam web access to every ticket holder. “The other day I got 48 megabits,” boasts Tennis Australia chief information officer Samir Mahir as he points to one of the innocuous-looking white boxes. He is very nearly giddy. The air within Melbourne Park teems with information, and Moroccan-born Mahir is the information wrangler. His team grows from 24 year-round to about 200 people during the tournament. They must manage a computer stack of hundreds of terabytes of data, and they must make the collection and dispersal of that data seamless for the punters watching. The Margaret Court Wi-Fi is only one of the newest jobs.

A Web publisher and some of its customers are objecting to a decision by city officials to stop using in-house mapping software to relay word to the public about where crime happens in Durham. Officials earlier this month announced that they had shut down the former CrimeMapper system in favor of posting the same data to a Web service called RAIDS Online. RAIDS is an offering of a company called Bair Analytics Inc. that’s been doing business with the Durham Police Department since 2008. Its maps of Durham crime patterns are available at http://bit.ly/15Aooje. The switch, however, drew protests this week from customers of another company, ReportSee Inc., which operates a Web site called spotcrime.com. ReportSee emailed spotcrime.

At a packed hearing on Wednesday, the City Council explored the logistics of notifications about film location shooting in the city, as representatives of the de Blasio administration and the film industry expressed concern that proposed legislation could add burdensome reporting requirements and drive production business to other cities. At issue was legislation introduced by Councilman Stephen Levin that would require monthly and annual reports on filming permits issued by the city, including detailed information on locations and parking impacts, as well as information on the number and demographics of people employed by the industry, and direct and indirect costs and benefits to the city.

A ‘vast’ amount of Sheffield City Council air quality data is being made available for the first time and it could lead to a business opportunity. Entrepreneurs, developers, hacktivists and designers are among those being invited to an event to identify new uses for it. The council has joined forces with social enterprise The Better with Data Society to launch Air Quality+, a project that will open up access to previously unseen information that could hold the key to the city’s environmental, social and economic challenges. The project is calling for people with an interest in air quality and related issues, such as public health, transport and cycling, to help put the newly opened data to good use in a series of public co-design workshops.

NON-WRESTLING ORGANISATION the World Wide Web Foundation (WWWF) has published its latest Open Data Barometer and awarded the UK government the ‘most open’ crown. However, Tim Berners-Lee, head of the WWWF, said that it is a shallow win, and does not mean that the UK government is really open, just more open than others. Openness, in these instances, relates to the way in which governments make official data available and usable. Berners-Lee introduced the report, explaining that it shines a light on things that its subjects might prefer to keep in the closet. “Governments continue to shy away from publishing the very data that can be used to enhance accountability and trust,” he said.

A new global report into transparency in government has ranked Ireland in 31st position out of 86 countries. The study, by the World Wide Web Foundation, assessed how easy state information was available to the public to access. The report categorised Ireland as a country that faces challenges to “mainstreaming open data across government and institutionalising it as a sustainable practice”. It also found that such countries have a variety of strengths and have great potential to develop innovative approaches to open data. Overall the study found that core data on how governments are spending taxpayers money and how public service are performing remains inaccessible or pay-walled in most countries.
