The UK government is the most open and transparent in the world, according to rankings looking at the public availability of official data. The Open Data Barometer is produced by the World Wide Web Foundation, an organisation founded by Web inventor, Sir Tim Berners-Lee, as a way to rank governments for the data the offer to the public and how easy that data is to analyse. The report ranked 86 countries and found the UK government the best at providing access to public data in accessible and open formats, with the US and Sweden coming second and third. However, Berners-Lee made clear that while the UK may lead the table, the country still has “a long way to go” before it becomes a fully open government.

LONDON (Thomson Reuters Foundation) – Myanmar, Haiti and Mali were ranked the least open and transparent countries in a global index of government data released on Tuesday, which found that most governments do not make official data openly available to the public. Despite pledges by the G7 and G20 to improve transparency in government data, which could help reduce corruption and improve state services, data remained locked away from public view in more than 90 percent of nations surveyed, The Web Foundation said. Eighty-six countries were ranked in the Open Data Barometer on how readily their governments make data available, including information on government budgets and spending, public sector contracts, company ownership, health services and education.

Leaving aside the shameless electioneering and the rather alarming techno-illiteracy of the UK Prime Minister’s proposals to clamp down on terrorists exploiting social media, David Cameron’s jaunt to Washington last week did spin-off a positive development in the shape of the US Digital Service’s plans to learn more from the UK’s Government Digital Service (GDS). We’ve written before about the how many of the UK government’s digital intitiatives, such as the G-Cloud program, have provded best practice exemplars for other nations. In the US, there’s a clear debt on tehe part of the USDS to the GDS pioneering work. As Cameron and President Obama posed for fireside chat photoshoots, the two services were making plans for stronger ties as part of their “ongoing digital partnership”.

The UK has come out top at harnessing open data for social and economic benefit in the World Wide Foundation’s annual Open Data Barometer report. In more than 90 percent of the 86 countries surveyed for the report, data that could be used to beat corruption or improve government services is still kept under lock and key. The UK has also been found to be the only G7 country to have an open company registry and one of only two countries to publish land ownership data in open formats, after all of the countries signed the Open Data Charter in 2013. The charter saw every G7 country pledge to become “open by default”, but over half of them are still not publishing key datasets that they promised to release two years ago.

LONDON: Public access to official data has become even more difficult, according to a world ranking looking at which country is most open and transparent in the world. UK topped the list becoming the most transparent country with India falling five ranks since last year. India is ranked as low as 39 in the global rankings compiled by web inventor Sir Tim Berners-Lee. Pakistan is ranked 67th in the list while China stands at 46. At the bottom of the whole table are Mali, Haiti and Myanmar, also known as Burma. The least open governments in the developed world are Singapore, with a transparency score of 46.06 out of 100, Iceland with a score of 46.57, and Belgium with a score of 47.29.

If you told me two years ago that Texas would be on the cutting edge of employing online tools to connect voters directly to their government’s policy-making processes, I wouldn’t have believed you. Yet Austin is Texas’ capital, so the tech angle in this discussion certainly makes sense. But, given Texas’ controversial voter-ID laws, the idea that the state would make a commitment to opening its policy-making process to citizens would have seemed out of step with my vision of Texas before I moved here. The American political process is the last remaining dinosaur of the analog era and has yet to catch up with the rest of the world. Unless it evolves, it’s going to die.

The healthcare giant will work with Yale University’s Open Data Access program.
