The Unted Kingdom is the world leader in data transparency, a recent report suggests. The Open Data Barometer report, created by the World Wide Foundation, claims that the UK has come out on top when it comes to harnessing open data for social and economic benefit. The UK is the only G7 country that has an open company registry, and one of only two countries to publish land ownership data in open formats. Two years ago, all of the G7 countries pledged to be “open by default”. However, over half of them are still not publishing key datasets. Out of 86 countries surveyed, more than 90 per cent keep locks on data that could be used to beat corruption or improve government services.

What if open data was less of an initiative and more — well, just the way the government works? What if the way city government approaches open data was systematic, methodical and repeatable? It’s all a part of Wisniewski’s plan for Philadelphia: to take everything we’ve gained fighting for an open and transparent government and use it to set a foundation upon which we can build more open-data infrastructure. “In the first days of open data, we approached it as an initiative. The second-annual Structure Data Awards are here, where Gigaom picks the most-interesting and most-promising data startups that launched in the previous year. The winners, which range from a non-profit data science organization to a company building infrastructure for deep learning, will present during a special session at our Structure Data conference, which takes places March 18 and 19 in New York. Bayes Impact: A non-profit organization that emerged from Y Combinator, Bayes Impact is trying to bring data to bear on some of society’s thorniest problems. It host fellows, works with directly other non-profit organizations, and puts on hackathons to identify new applications for data science.

The Los Angeles County Board of Supervisors has voted in favor of creating an open data portal for county records. Budgets, crime statistics, welfare and other facets of the public’s business are to be made available through an online hub for information and data. The county will also create an open data task force to identify other datasets that can be released through the portal. The task force has 90 days to report back to the county with its findings. Los Angeles isn’t the first municipality to join the open data movement, but the vote is significant given the size of the county and how many people could soon find themselves with access to city and county information.

L.A. is really connecting. Last week the Metro got moving on an $800,000 project to provide cell phone service to subway riders plus WiFi service at stations. While full installation won’t be complete for another two years, four stations along the Red Line should be connected as early as May. In the meanwhile, the Los Angeles County Board of Supes voted to create a Web site that will contain in one place all of the city data currently made available to the public through the city’s various departments—and more information not yet accessible. The Open Data Initiative was passed unanimously yesterday. After the vote, Supervisor Mark Ridley-Thomas said the plan will “make the county more transparent and accountable” to Angelenos.

In some countries it’s felt that it’s better if citizen start things, because few trust the government, and in other places, vice versa. In practical terms though, the question ahead of the network will be: where do you start first to get the ball rolling in part of Northern Ireland that’s suffers from, in Heaney’s memorable phrase, ‘minds as open as a trap’? Theoretically, most data the government has is available to the public. But as any journalist can tell you, all it takes is a persnickety admin to shut that down — at least, until you can get an attorney general’s opinion. So, I was not surprised to learn that most countries, including the U.S., are dragging their feet on open data. A recent report by the World Wide Web Foundation shows that fewer than 8 percent of the 86 countries surveyed publish data sets on government budgets, spending, contracts and ownership of countries as open data. That means releasing the data in bulk machine-readable formats and under open re-use licenses, Gigaom reports.
