Governments that make data available online see an unexpected benefit, Miami lawyer Justin Wales said: increased local tech talent. “By allowing data sets to remain open and free and readable, you’re basically giving local developers a tool to make our community a better place,” said Wales, a First Amendment attorney at Carlton Fields Jorden Burt. “This ties in directly with where Miami sees itself as a growing tech hub.” Wales serves as a policy adviser to Code for Miami, a nonprofit that aims to convince local governments to make data more available. Developers then use the data to create apps that help South Floridians navigate public transit, parking or other services. Miami-Dade County has come a long way with open data, Wales said.

AUSTIN, Texas–(BUSINESS WIRE)–Today, Indiana and Texas announce the Indiana Texas Challenge, a battle for bragging rights for the best government application to serve citizens. The #hackINvTX Challenge is a contest for the residents of both states to create applications that support and inspire entrepreneurship and digital government innovation, encourage government transparency and open data, and promote interstate collaboration and competition. Each state is presenting two challenges, four in total, with the winner from each state earning $4,000. The Board of Supervisors on Tuesday adopted an open-data initiative aimed at publishing much of the information that Los Angeles County collects in its regular course of business, and that’s a good thing as far as it goes. The county is a little late to the game — the city of Los Angeles already has such a program, as do many other large city and county governments — but the open-data movement is still in a formative stage, and the county, as the biggest government in Southern California, is an important entrant into the field. The move is a welcome example of a new spirit in county government that took hold late last year with the election of two new supervisors, a new sheriff and a new assessor.

The US and UK have announced plans to work together on improving digital public services, opening up government data and expanding schemes to teach young people digital skills. During a visit to Washington last week, prime minister David Cameron and president Barack Obama promised to ‘strengthen and expand the ongoing digital partnership’ between the two countries. Specific commitments include sharing best practice on improving digital skills among young people, for example via the new UK computing curriculum and the ‘long standing practical experience of teaching code’ in US schools. The UK and US promised to swap expertise on the open data agenda, as exemplified by the US data.gov and UK data.gov.uk websites, which host hundred of thousands of government datasets.

There’s a new way to get Baltimore on the OpenStreetMap, and it doesn’t involve flyovers or geocaching. The map that’s emerged as an open-source alternative to Google Maps has a bold mission to create a free and open map of the world, including address data and building names. The best way to get that data for an open-source project is through the government. “We’re already seeing large municipalities like NYC and DC interact with their citizens via [OpenStreetMap], licensing their data so that it can be imported into OSM and maintained there for all,” Baltimore County GIS Specialist Elliott Plack told Technical.ly Baltimore via e-mail. The U.S. government has made data available, but local leaders have been a little slower to follow suit.
