In New York City, obtaining a public data set required an open records request and the researcher toting in a hard drive. So grab a notepad, Big Apple, and let the Windy City show you how to do open data. A recent GCN article describes how Chicago simplified the release and updating of open data by building an OpenData ETL Utility Kit. Before the kit, the process was onerous. Open data sets required manual updates made mostly with custom-written Java code. That data updating process is now automated with the OpenData ETL Utility Kit. Pentaho’s Data Integration ETL tool is embedded into the kit, along with pre-built and custom components that can process Big Data sets, GCN reports.

SpotCrime is a competitor of RAIDS Online. — The Durham Police Department has changed the way it delivers its crime data to the public, opting for an outside vendor rather than an in-house mapping system. Police Chief Jose Lopez says the move will save the department money and replace an outdated crime map with a more accurate, easier-to-use system called RAIDS Online. But some argue that even though the system is free for users, it limits what the public can do with crime information.

Burma has been ranked at the bottom of a list of 86 countries in a study on openness of public information available from government, state agencies and private businesses. The Open Data Barometer analysis places Burma in a group of a 10 countries that it describes as capacity-constrained. “[They] all face challenges in establishing sustainable open data initiatives as a result of: limited government; civil society or private sector capacity; limits on affordable widespread Internet access; and weaknesses in digital data collection and management.” Burma’s neighbors also fared poorly in the study. The constrained cluster group of 10 included Thailand and Bangladesh, as well as Indonesia and Vietnam within Southeast Asia. Laos and Cambodia were not assessed.

Rankings put UK at top of commitments for open dataset availability despite concerns over timeliness of some government spend information The UK has retained top position on the latest Open Data Barometer ranking national commitments to provide key datasets supporting social and economic benefits, though “issues” have been raised over the timeliness of government-provided spend information. The second edition of the rankings, overseen by the World Wide Web Foundation, examined the readiness, implementation and impacts of open data in 86 countries. According to the barometer, the top three nations remain unchanged this year, with the US and Sweden behind the UK in second and third place respectively.

A minister has announced plans to turn Britain’s national mapping agency into a government-owned company. Business minister Matthew Hancock said Ordnance Survey will change from being a trading fund to the new status. According to the World Wide Web’s creator, Sir Tim Berners-Lee, the United Kingdom ranks among the top countries in the world when it comes to having an open and transparent government. Berners-Lee and the World Wide Web Foundation that he founded in 2009 compiled a table that ranked eighty-six governments across the world, in terms of public access to official data. Each country was given an assessment of the ease with which information relating to the state could be accessed. Key to the UK’s high position was the launch in 2010 by the then Labour government of the data.gov.uk website, which has subsequently had additional government files made available for viewing on the site by the current coalition government.

LOS ANGELES (AP) — Los Angeles County officials have approved creation of an online database that will make municipal statistics and records available to the public for free. The Los Angeles Times reported Wednesday (http://lat.ms/1E2fDwq) that the website would be a “one-stop shop” for information on budgets, crime stats, welfare and the like that could be used and redistributed without any legal, social or technological limitations. The Open Data Initiative calls for the county’s chief information officer to put statistics already publicly available through individual departments onto a single platform. A task force will identify other data sets at the county’s disposal that could be made available in machine-readable format and added to the new open-data portal.

LOS ANGELES (CBSLA.com/AP) — Los Angeles County officials have approved creation of an online database that will make municipal statistics and records available to the public for free. The website would be a “one-stop shop” for information on budgets, crime stats, welfare and the like that could be used and redistributed without any legal, social or technological limitations, according to county officials. The Board of Supervisors unanimously approved the Open Data Initiative, authored by Supervisor Mark Ridley-Thomas, to create the one-stop-shop website data.lacounty.gov, which once completed will allow users to go directly to dashboards to search, view and download indexed information.
