There is typically much talk — but few guidelines — when it comes to data usage. Industry experts, however, are working to change that — they gathered virtually for the 2015 Data Innovation Day, hosted by the Washington, D.C.-based Center for Data Innovation, to discuss where things stand and forecast upcoming trends. The event questioned data insiders about savvy methodologies in analytics. And the panelists, drawn from both the private and public sectors, were tasked with elaborating on a full list of issues ranging from data privacy, education, culture, hiring and the many obstacles impeding development. In its third year, Center Executive Director Daniel Castro moderated the dialogues through a Google Hangout that used the Twitter hashtag #datainnovation.

Marc Bogonovich, a former graduate student at IU, took his studies in plant geography and transformed them into an entirely different use — developing a language-learning application for smart phones called Openwords LLC, similar to applications like Duolinguo and Rosetta Stone. Bogonovich said he mined large amounts of open data — data around the world available to anyone — and wanted to repurpose the data for a mobile application, giving it another purpose instead of it just being in cyberspace. Open data is important because if you have educational material, it is not owned by a company, but it is owned by the general public and can provide other services with that data, Bogonovich said.

A new agreement between the US and the UK will see both countries team up to improve digital public services, open up government data and expand schemes to teach young people digital skills. Prime minister David Cameron visited president Barack Obama in Washington last week.  They made plans to swap expertise on the open data agenda, to promote open data internationally and share and eachothers’ code by making all software developed open source. In a blog post, UK chief digital officer Mike Bracken and chief technology officer Liam Maxwell said: “One of the lessons we’ve shared across the Atlantic has been that, with an agile approach to digital transformation, rapid change and digital successes can be born from the ashes of challenging legacy systems.

In this week’s edition of our open source news roundup, we take a look at open data not being so open, Facebook releasing more of its tools as open source, and more! In 2013, leaders of the G8 signed the Open Data Charter. The Charter promised to make government data freely available, at no cost, and in a format that anyone could use. There’s still a long way to go, according to the second edition the World Wide Web Foundations Open Data Barometer report published last week. Who is the most transparent government? The United Kingdom, followed by the United States, Sweden, France, and New Zealand. Some of the least transparent governments include those from Myanmar, Morocco, and the Philippines.

Lynn Overmann has been at the Commerce Department for two months, and already her goal is clear — “to turbocharge our open data initiatives.” As the department’s first deputy chief data officer, much of those two months has been spent meeting with officials from the multitude of bureaus and agencies that comprise the 45,000-employee department. Those employees sit on a treasure trove of data. The department is still looking for a top data officer. But Overmann, a self-described technology “convert” who came over from the Office of Science and Technology Policy, where she was senior advisor to the CTO, has gotten the ball rolling. This interview was edited for length and clarity. You’ve been at Commerce for two months.
