The Speaker’s Commission on Digital Democracy issued their report Open Up! on Monday. The brain child of the House of Commons Speaker John Bercow, the commission has no powers and no teeth other than the persuasiveness of their recommendations. The report is centred around five targets: By 2020, the House of Commons should ensure that everyone can understand what it does. By 2020, Parliament should be fully interactive and digital. The 2015 newly elected House of Commons should create immediately a new forum for public participation in the debating function of the House of Commons. By 2020, secure online voting should be an option for all voters.

Some open datasets are great because they provide a new level of access to government. Others are worthy simply because of the richness and utility of the data. This week’s open dataset of the week comes from Hong Kong, which has released data that doesn’t make the government more transparent, but does greatly assist citizens. Hong Kong publishes a dataset showing traffic speed across the city. What makes this particularly useful is that the data is updated every five minutes. Many datasets viewed by FutureGov are useful in principle, but fail in practice because of the frequency with which they are updated. The dataset is incredibly useful for residents of a city with some of the heaviest used roads in the world.

Zillow is opening up its doors to developers for a weekend “hackathon” competition that will run from Feb. 6 to 8 at its Seattle headquarters. The top three winners will be awarded cash prizes with a grand prize of $10,000. With access to real estate data from Zillow and the federal government, participants in “Hack Housing: Empowering Smarter Decisions” will be tasked with coming up with solutions that make it easier for first-time homebuyers, low-income renters and senior citizens to access information about government housing programs and to find the homes that qualify under them. Zillow will make its data available on home values and rents to developers at the event, which is being held in conjunction with the University of Washington’s Department of Computer Science & Engineering.

Data in this report have been specially tabulated from Statistics Canada’s 2011 Census of Canada and the 2011 National Household Survey, by allocation of Statistics Canada block face reference points to PEDs. Located within the boundaries of PED 65 (Lac La Biche-St. Paul-Two Hills) is the Indian reserve of Saddle Lake 125. Saddle Lake 125 was incompletely enumerated in the 2011 Census. Data are not available for this area, and thus are not included in the profile of that PED or of the province of Alberta. The global non-response rate (GNR) for Alberta is 27.4%. The GNR combines both complete non-response (household) and partial non-response (question) into a single rate. The GNR is an indicator of data quality, where a smaller GNR suggests more accuracy.

While we use data to make our products and services better–ie, make us a better company–we also believe our data can make a better world. There has not been a large comprehensive study on youth and mental health since 1997. There is almost no real-time open data on most mental health issues. And, very few data sets are as general (cutting across issues) or as large. Simply, Crisis Text Line has a unique and large set of data on teens and mental health that can (1) inform the public and media, (2) shape government and school policies, and (3) drive cutting edge academic research. We will offer 3 levels of data sharing (ie, open data). Applicants must pass stringent ethical, security and legal standards to be considered for approval.
