A report has outlined how parliament should embrace digital technology to become more transparent, inclusive, and better able to engage the public. Written by the Commission on Digital Democracy, the report calls for a fully digital and interactive Parliament by 2020, which includes the requirement for a secure online voting platform. The report entitled Open Up! is intended to promote Parliamentary engagement with the general public. It suggests the current restriction on using mobile devices in the public galleries is outdated and should be removed. The Commission also recommends that the House of Commons should experiment with live social media coverage of debates.

People should be able to vote online by 2020, according to a commission tasked with giving Parliament a digital facelift. The target set by the Speaker’s Commission on Digital Democracy was published today as part of a raft of recommendations designed to transform the way people engage with politics. House of Commons speaker John Bercow said Parliament must overcome security concerns to ensure people can vote online and to make politics more open and relevant to young voters. Speaking in London this morning, he said: “It’s becoming increasingly more difficult to persuade younger voters to vote using traditional methods. There is an urgent need to investigate the means by which citizens can be given access to online voting.

Even with the focus on the budget, open data is likely to get a look during this year’s legislative session in Annapolis. While it won’t be a sweeping policy like the one that was passed in 2014, the data bill that’s being talked about marks one of the first formal recommendations of the state’s newly-formed Council on Open Data. A Maryland lawmaker is likely to bring legislation during the current session in Annapolis that would guarantee online access to GIS mapping data is free to the general public. The legislation urged by the Council would reverse regulations passed in the ’90s that allowed the state to recoup costs of operating GIS mapping systems by charging private citizens for access.

It is a sign of the times that the Speaker of the House of Commons – not the first person that comes to mind as being part of the digital age – has established a Digital Democracy Commission to look into ways to re-imagine democracy for the connected world. With one important exception – that concerning online voting – its recommendations are sensible and to be welcomed. What follows is a selection of some of the more relevant areas for the world of openness. The early sections are concerned with making the Parliamentary process more transparent, and how the increased use of technology could help – even obvious things, like improving the main Web site’s search function.

RealMassive, the first data provider to deliver open access to the commercial real estate industry, has launched in the Chicago market today. The addition of Chicago brings the current coverage on RealMassive’s platform to over 3 billion square feet. “RealMassive is the first real time open commercial real estate information exchange,” said RealMassive Founder and CEO, Joshua McClure. “We are a national platform and that is why we are rolling out all of these markets, especially in the large ones like Chicago. The openness allow us and customers to compute data, and not just read the data.” McClure noted that Real Massive does not claim to own the data, they leave the ownership in their customer’s hands.

The Texas General Land Office, which manages state controlled land and mineral rights has appointed its first open government expert. Little is known about what the role will result in, if say an open data portal is coming, but it appears to be an expansion of the records department. Hadassah Schloss, who was already managing the Land Office’s complaints relating to open-records requests and provided government transparency training for government entities across the state, will step into the open government role. Prior to working at the General Land Office, Schloss was the cost rules administrator for the Texas Attorney General’s office. She was appointed to the role by new Texas Land Commissioner George P. Bush.

Last summer, researchers demonstrated that non-invasive imaging combined with a staining technique enables the fast comparison and study of earthworm species and other animals in unprecedented detail. In the first comparative morphology study of its kind, the research team produced three-dimensional images of individual muscle fibers and single blood cells in earthworms. The technique allowed them to compare the internal organs of freshly dug worms with those of 60-year-old museum specimens in their natural anatomical context, generating rich 2D and 3D data. “The main advantages in this scenario are scale—more animals can be analyzed—and speed—specimens can be analyzed faster,” said Dr.
