The web site datosperu.org, which publishes information about people and businesses, was fined with S/.228,000.00 (approximately US $78,620.00) for breaking the law of personal data protection, or Law 29733, created in Perú in 2011. Datosperu.org has different sources of information, most commonly public entities such as the Perú-based SUNAT, as well as legal regulations that are published daily at the official newspaper El Peruano. These sources generate income from the owners of the website through Google Adsense and other serevices. The penalty was issued by the National Authority of Personal Information Protection (APDP) due to complains against the site for publishing information that affects the applicants.

In the 1950s, a decade after he outlined the theory of the Big Bang and the expanding universe, the physicist Robert Herman started studying road traffic. His peers warned him against it, saying it would be too hard. The science of moving cars has been greatly refined since Herman applied his cosmic intuition to the commute. But the lively array of metaphors that scholars employ to describe their work — traffic is likened to water, gas, fish, birds, music and so on — is an indication of the uncertainty lurking at the heart of the field. New statistics released on statGNV by the City of Gainesville reveal that more than half of all buildings inspected have received violations. The city began collecting data in 2011 and the data was made available to the public beginning September 2014. The newest information added to the open-data dashboard, from September 2014, shows that about 26 percent of regular building inspections in Gainesville resulted in no violations because the buildings were in compliance with all city and state fire codes. “It’s a number that I’d like to see go up significantly,” said JoAnne Rice, assistant fire chief of Gainesville Fire Rescue. Over 70 percent of existing inspected buildings received some type of violation.

‘Open up!’ was published yesterday and is the report of the Speaker’s Commission on Digital Democracy. Liberal Democrats should pay it some attention, even though, sadly, we do not appear to have had any representation on the Commission itself. Its remit was to explore how to use digital technology to improve parliamentary democracy in the House of Commons, and increase democratic participation, which is surely something that we care about deeply. After a year of consulting with a huge range of organisations and listening to expert witnesses (including some familiar names like Richard Allan, Archy Kirkwood and Matthew Hannay), the Commission has come up with five key targets: These are fine ambitions.

Newspapers are testimonials of history. The same is increasingly true of social media such as online forums, online communities, and blogs. By looking at the sequence of articles over time, one can discover the birth and the development of trends that marked society and history – a field known as “Culturomics”. But Culturomics has so far been limited to statistics on keywords. In this vision paper, we argue that the advent of large knowledge bases (such as YAGO [37], NELL [5], DBpedia [3], and Freebase) will revolutionize the field. If their knowledge is combined with the news articles, it can breathe life into what is otherwise just a sequence of words for a machine.

Last month, the City of Minneapolis launched its open data portal, a website that provides online access to municipally collected information. People who visit the site (opendate.minneapolismn.gov) can see fire and police incidents, 311 calls and crime statistics. Data also show property rental locations and open liquor licenses. Air quality, digital inclusion and neighborhood revitalization are additional areas covered on the site. Rollout of the website is the result of an August vote in which the City Council made Minneapolis the 16th city in the U.S. to pass an open data policy. The intention: Make city information easily accessible for residents to increase transparency and improve quality of life.

Open up, freedom-of-information activists are telling the government. The Open Myanmar Initiative (OMI) told a press conference last week that the civil society research organisation would press for a law requiring the release of government information to both local and international media – as well as to individual citizens. The group is planning to hold a series of workshops with MPs and citizens’ groups throughout the year as part of the drafting process. “Citizens’ ability to obtain government information and documents is nearly zero, so far as I can see. Freedom of information should be enabled by law,” said U Aye Kyaw, executive director of the OMI. Land disputes could be avoided if information about ownership was in the public domain, he added.

The Speaker’s Commission calls for a fully digital and interactive parliament by 2020 to increase transparency with the public The Speaker’s Commission on Digital Democracy today publishes its report calling on parliament to embrace digital technology in order to help it to be more transparent, inclusive and better able to engage the public with democracy. Entitled ‘Open Up!’, the report sets out five key targets for the House of Commons and calls for a fully digital and interactive parliament by 2020. Innovations include creating a new online forum to enable the public to participate in the debating function of the House of Commons, and crowd-sourcing questions from the public to engage Ministers.

The UK government has been ranked first in the world for its transparency and the ease of accessing government information by the World Wide Web Foundation’s OpenData barometer. The report echoes the Open Knowledge Foundation’s findings published in its Open Data Index last month, which awarded the UK the same top slot. But both reports criticise governments, including Britain’s, for the slow progress made in unravelling government data. In fact, it’s clear that real progress is not nearly rapid enough – the percentage of datasets released as “open data” that truly comply with the definition reaches only a modest 11%. This is a missed opportunity, because the evidence suggests that opening up the vast reams of data collected by public bodies brings economic benefits for society.
