Roughly four months ago, the City of Cape Town approved a plan to create an open data portal for the city, and today that portal was officially launched. The aim of the open data portal is to “make government more transparent” by allowing the public to request a variety of data sets, such as Economic Areas Management Programme (ECAMP) data, Geographic Information Systems (GIS) viewers and statistical reports and underlying data. “The City is making its data available to all for free and in a useable format. This will enable innovation, as entrepreneurs are empowered to use the data to create new applications. As a City that believes in transparency, making this data available will empower residents to hold us accountable,” Cape Town mayor Patricia De Lille during a speech.

A few days ago, the World Wide Web Foundation established by Sir Tim Berners-Lee released the second edition of the Open Data Barometer, a report on the impact and prevalence of open data initiatives around the world. Turns out the UK government is the “most transparent” in the world, when it comes to public access to official data, with US and Sweden in second and third place respectively. That’s fantastic, isn’t it? Opening the data (which already belongs to the public, as it is produced with taxpayers’ money) can expose corruption and abuse, provide new insights on sensitive topics, help engage citizens in important debates, improving, in the end, the overall quality of democracies.

Today the City of Cape Town takes another step towards becoming the first digital city in Africa, with the launch of our Open Data Portal. Four months after being approved by full Council on 25 September 2014, the portal will go live today for the first time. During our tenure as the World Design Capital for 2014, we wanted to find a way to use design to make government more transparent. As such, our Open Data Portal is the City’s contribution to the World Design Capital 2014 legacy.

Data expert says operational change to a GovCo could ensure more flexible use of geospatial data, though full commitments are yet to be finalised The decision to transform Ordnance Survey (OS) from a trading fund to a Government Company (GovCo) by the end of the current financial year has the potential to expand the amounts of geospatial data available for open use, though the full extent of these proposed changes are yet to be finalised. The Department for Business, Innovation and Skills (BIS) said it was overhauling the structure of OS partly to build on existing open data commitments, though it added there were no plans to make similar changes to other data distributing trading funds such as the Met Office at present.

Most people do not associate innovation and the notion of a lean startup with government, but former Chief Technology Officer (CTO) of the United States Aneesh Chopra shares his insights about data and how government data can be a force of positive change to enable the private sector for the benefit of everyone. Chopra served as the first Chief Technology Officer of the United States, appointed by President Barack Obama. Chopra previously served as Virginia’s fourth Secretary of Technology. CAPE Town’s new open data portal will enhance transparency and accountability, as well as further improve the competitiveness of the broader economy of the city, mayor Patricia de Lille said on Tuesday. Four months after being approved by council the portal went live on Tuesday. Cape Town joins cities such as New York, London and Helsinki that have forged the way for municipalities to make their data sets available to the public. Cape Town says that it is making its data available to all for free in a useable format. This, it says, will enable innovation, as entrepreneurs are empowered to use the data to create new applications.

WHAT: The U.S. Agency for International Development generates a lot of data from assistance programs and GeoCenter, which uses geospatial tools to support development goals. Now USAID, which spends about $30 billion annually, is looking to combine its data with other resources to create an analytics tool that processes big data, mines social media, and visualizes data. WHY: USAID is looking to data to help staffers make projections, measure the efficacy of its work, design programs, and drive decisions, according to a recent request for information. Right now, “operating units within USAID are sometimes constrained by existing capacity to transform data into insights that could inform development programming,” according to contracting documents.
