The city unveiled the broad strokes for its three-year plan to bring it up to speed with high-tech, efficient cities like Boston, Chicago, Stockholm and Lyon, France. The $23-million plan has few concrete details (these will be disclosed in March). But Harout Chitilian, vice-president of the city’s executive committee, laid out five main targets: In addition, the city announced three short-term projects: “Smart cities” is a new concept with varying definitions. The basic idea is the use of technologies to reduce waste, increase efficiency, improve services and communicate better with citizens. Montreal holds Lyon as a model.

Although advocates for municipal open data claim such policies improve the quality of life for urban residents, quantifying such an impact has proven difficult. A new volunteer program by the Sunlight Foundation seeks to take on that blind spot. Last week, the organization called for fellow supporters of open data initiatives to provide it with “illustrative examples of how open data and transparency projects are having impact on our societies.” Working with the Open Data for Development Research Fund, a project of the Open Government Partnership, the Sunlight Foundation will build a database from submissions outside of the United States that can provide examples of open data policies resulting in a specific social impact.

In an ongoing effort to improve openFDA, San Francisco-based Iodine will work on making the portal more user friendly. Whitney Blair Wyckoff is FedScoop’s copy and production editor. Before coming to FedScoop, she was a reporter and copy editor at E&E Publishing… The Food and Drug Administration issued a more than $1 million contract to digital health startup Iodine for work on openFDA, the agency’s open data portal. The San Francisco-based company was the original contractor on openFDA, and, under the new contract, will work on making the portal easier to use — by, for example, improving the tools to access various data sets — and bolstering community engagement.

Allegheny County has launched an online information portal that will put in one place information from various departments. “You can go into the Health Department, look at their air quality index, you can look at the courts as far as their records, of course we have the property assessment records, there’s treasury data,” said William McKain, Allegheny County manager. Such portals have been used in other cities, according to McKain. “San Francisco, New York – they’ve done it,” he said, “citizens want information, they take information and create their own apps. For example in New York City they released some data and some of the citizens there created an app [showing] where all the water fountains are on all the blocks for people that walk.

Government of Canada promotes the value and use of open data MONTRÉAL, QUÉBEC–(Marketwired – Jan. 29, 2015) – Today, Treasury Board President Tony Clement reached out to the innovators, entrepreneurs, and students of the open data community of Montréal to showcase the social and economic benefits of CODE 2015. Coinciding with International Open Data Day, Canada is inviting its entrepreneurial communities to come together from February 20 to 22 for the second Canadian Open Data Experience (CODE) appathon, which last year saw over 900 participants. The CODE appathon will challenge teams to mash up federal data, readily available on the Government of Canada’s Open Government Portal (open.canada.ca), as well as data from other levels of government.

Summary:It was a surprise to everyone, even Bay of Plenty Regional Council, when an evaluation led it to choose software from US company Accela. Bay of Plenty Regional Council has hatched a software surprise, opting not to join a consortium of New Zealand regional councils using a shared, purpose-built software platform. The council, on the east coast of the North Island, will implement software from US company Accela rather than the Integrated Regional Information System (IRIS) developed and used by six other councils. The decision means the development and maintenance costs of the IRIS platform will remain with the six current members – Northland, Horizons, Taranaki, Waikato, West Coast and Environment Southland – rather than being shared more broadly.

Over the last 10 years, a technology community has blossomed in Philadelphia. It began without permission but before long the Nutter administration championed its growth. Now to continue its strength ahead of the May 19 Democratic primary, the Philadelphia technology community ought to rally around issues it cares about. That’s why Technical.ly Philly polled a dozen local tech leaders and curated what they want of a future mayor. We’ve distributed the resulting questionnaire to the prominent declared candidates, and they’ve agreed to assess where they stand on these policies. Ever since President Obama launched the Open Government Initiative in January 2009, government agencies have been in a mad dash to publish more and more data. The vision is to bring accountability to the government, foster collaboration across agencies, and encourage participation of the public by sharing data openly. In the past six years, we have come a long way. However, we are still far from the goal.
