Most government datasets that have been named FutureGov’s Open Dataset of the Week have been those which could be used by app builders to create a new product. This overlooks the depth of open data, and potential it has not just for economic growth, but for transparency, academic study and international comparison. Today we redress the balance by naming our Open Dataset of the Week as the Australian Federal Government’s 2014 State of the Service Employee Census. The full raw dataset (anonymised, of course) has been published by the government and is powerful information in the right hands. First, it provides an empirical insight into employee morale.

Information is power, so they say. Which is why the launch this week by Cape Town authorities of an open data portal should prove to be exciting for any entrepreneur looking to provide solutions to better manage urban challenges. Cape Town mayor Patricia de Lille  says the new portal (the Open Data Portal) will boost the city’s competitiveness by allowing entrepreneurs to create new apps. Such apps could help the city improve public transportation, fight crime, attend to infrastructure faults better or improve living conditions and employment chances of its residents. So far the city has uploaded 25 data sets to the portal – including city budget data and the location and boundaries of all district parks, community parks, cemeteries and its MyCiTi bus stations and routes.

Most software produces data, and many data owners are currently working out how to release their data publicly as part of a wider “data for good” movement that includes groups like the Engine Room, NGOs, private individuals, communities, and companies. Ushahidi users are no exception to this, and we’ve been working hard to provide ways to access and release their datasets and on the issues and considerations needed to do that. We’re writing plugins and API code, but we’re also active in groups like the Responsible Data Forum; we are thinking about what it means to balance the potential social good of wider dataset release with the potential risks that come with making any data public.

One of more than 50 Code for America brigades in the country, Code for Philly is a volunteer group of coders, organizers and developers working within the Philadelphia area to help with personal and government projects. The group meets weekly and has become a hub for the energy in Philadelphia around civic hacking, the idea of using open data and software culture to make society more transparent and efficient. Founded in January 2011, the group has crossed 100 meetups and is taking the lead in civic-minded hackathons this year. At the end of February, Code for Philly is hosting a transit hackathon, a version of which was first held in fall 2011.

Ireland’s first dedicated banking hackathon will take place this weekend at the NDRC in Dublin. Organised by Ulster Bank, it aims to bring together more than 120 coders, designers, mentors and investors. The goal of the hackathon is to provide an environment that fosters intensive innovative thinking and entrepreneurship for new service provision to bank customers. Through a marathon of brainstorming and software building, hackathon participants will focus on the themes of making banking faster, helpful banking, inclusive banking, open data, and emerging platforms.

San Francisco-based startup Iodine has won a $1.2 million contract to help the Food and Drug Administration expand its open-data program, called openFDA, as part of the Obama administration’s efforts to make government data more accessible to developers. The openFDA project is a relatively small contract by federal government standards, but it represents an important part of the White House’s continuing efforts to share more government data with developers and startups. White House officials have been particularly keen to make FDA and other health data sets available because they hope they’ll be used for apps that can help Americans improve their health or allow researchers to get a better handle on public health trends.

Some of the most important government departments are not fulfilling their obligations under the Freedom of Information (FOI) Act, a Newsnight investigation has shown. Ten years on from the Act’s introduction, Whitehall is still resisting the transparency law. For Newsnight I conducted a “mystery shopper” exercise, asking for the same, simple information from almost every central government department, posing as an ordinary member of the public. The programme’s FOI request asked: “For each foreign trip made by a minister in your department on official business in the past year, please could you tell me the minister’s identity, destination, purpose of visit, the number of civil servants and the number of special advisers based in your department who were present for each trip.

The act is the first open data law in the United States to transform, standardize and publish all federal spending information from disconnected sources in a common format. Every day, agencies capture, record, store and retrieve digital data that must be accurate and complete in order to meet records management and archival requirements. The DATA Act begins to provide a governance blueprint for consistent preservation and dissemination. But the ever increasing volume, velocity and variety of data presents accountability and transparency hurdles.
