The California Health and Human Services Agency (CHHS) and the California Department of Public Health (CDPH) announced this week the Let’s Get Healthy California “Innovation Challenge” toward improving community health. Through Sept. 30, the state is accepting submissions in the six Let’s Get Healthy California goal areas: Healthy Beginnings, Living Well, End of Life, Redesigning the Health System, Creating Healthy Communities and Lowering Cost of Care. The community of open data developers and non-tech thinkers both are encouraged to participate. Finalists will be selected from each of the six categories, and will be featured on the Let’s Get Healthy California online portal launching in 2016.

IBM is beefing up its development tools for the Bluemix Platform-as-a-Service (PaaS) with new analytics functionality. The new capabilities include a new open beta program for IBM Streaming Analytics, which the company claimed can instantly analyze data from thousands of sources. It said the Streaming Analytics service “enables an easier and more efficient way to visualize data” in a statement yesterday. “The service is completely scalable; dynamically building out the infrastructure as needed, giving developers time to focus on building important business logic and analytics.

In a squabble with Uber last month, Mayor Bill de Blasio claimed that the ride-sharing company’s growing fleet of cars was choking New York City’s roadways and impeding traffic. He proposed—and then abandoned, after it proved extraordinarily unpopular—a cap on the company’s expansion. Uber countered by blaming the slowdown on lower speed limits, more bike lanes, and more pedestrian plazas. City Hall has agreed to undertake a four-month traffic study, but in the meantime, can New Yorkers measure how much speeds have actually changed? Earlier this month, something new and exciting happened: the Taxi and Limousine Commission (T.L.C.) released data on every cab ride taken in the past year and a half.

Virginia showed its ongoing dedication to bolstering state IT by continuing its data internship initiative into the 2015–16 school year. Gov. Terry McAuliffe established the program last year to enhance government efficiency, and the first year proved to be so effective that the state will recruit another batch of graduate interns to help implement IT best practices. The program’s first year saw 45 graduate students from Virginia Commonwealth University’s School of Business work with more than 20 state agencies. Specifically, students collaborated with state agency CIOs to highlight areas where data could be used as solutions to certain business cases. This gave the CIOs a fresh take on problem-solving, and allowed the students to apply their education in the field.

The city of Berkeley, California has chosen Socrata to run and launch its open data portal. The initial data release includes 17 data sets which include employee salaries, information on local crime, and restaurant inspections. The data includes more high-value information than we’ve seen at launch in other cities. City officials say that they moved to implement open data in the interest of transparency and civic engagement. Nearby Oakland and San Francisco have already been experimenting with various open data projects for a number of years. The data is machine readable, can be downloaded, and there are some visualization tools available. Points of contact are included with each data set.

FREQUENT visitors to the Hustler Club, a gentlemen’s entertainment venue in New York, could not have known that they would become part of a debate about anonymity in the era of “big data”. But when, for sport, a data scientist called Anthony Tockar mined a database of taxi-ride details to see what fell out of it, it became clear that, even though the data concerned included no direct identification of the customer, there were some intriguingly clustered drop-off points at private addresses for journeys that began at the club. Stir voter-registration records into the mix to identify who lives at those addresses (which Mr Tockar did not do) and you might end up creating some rather unhappy marriages.
