The U.S. Office of Special Counsel published a social media-centric update to its Hatch Act guidelines for federal employees on Nov. 12. Feds are welcome to have a political header photo on their Facebook or Twitter pages, but profile pictures are another matter. If they have a partisan image as their profile photo, feds will have to refrain from any social media posting at work because those pictures are pegged to most social media actions and, OSC says, would signal partisan support. Any partisan social media activity, including “liking” political pages, will have to take place on personal time away from the office.

By Sophia Sanchez on Nov 14, 2015 with Comments 0 Microsoft announced Wednesday it put its data centers under the control of Deutsche Telekom that will keep privacy-sensitive Germans’ customer data in the country and under jurisdiction of German law. With the data centers under the control of a German company, any requests for access to the data by the USA spy agencies will have to go through the German government. The measure is created to ensure that clients’ data remains in Germany, Microsoft chief Satya Nadella said in Berlin. The underlying context here is ongoing European concern over US government mass surveillance practices and the impact those intelligence dragnets are having on the perception of data security in the commercial cloud.

Microsoft Corp (MSFT.O) plans to open data centres in Germany in partnership with Deutsche Telekom AG (DTEGn.DE), offering cloud storage to European businesses keen to safeguard their data from US surveillance. Access to customer data stored in Microsoft’s new data centers will be controlled by T-Systems, a subsidiary of Deutsche Telekom, Germany’s largest telecom utility, acting as a data trustee. The underlying context here is ongoing European concern over USA government mass surveillance practices and the impact those intelligence dragnets are having on the perception of data security in the commercial cloud. When it launches, Microsoft’s German customers will need to sign a contract that enables Deutsche Telekom’s T-Systems to act as the data trustee.

This arrangement was created to ensure the USA government can not force Microsoft to pass along data from these centers. In order for the deal to work, Microsoft is working with Deutsche Telekom and is marking the company as a “trustee” of the data. A USA judge ordered Microsoft past year to turn over customer’s email account details that it stored in Ireland for a narcotics probe. Today, Microsoft made efforts to quell any privacy concerns citizens may have about using Azure cloud in Germany. With its trusted cloud services, Microsoft is offering businesses and organizations opportunities for innovation- from optimization of compute resources to higher level services for advanced analytics, media services, the Internet of Things and big data.

Boston is redesigning its city hall campus and has taken a digital-first strategy for public input. On Nov. 3, the city launched RethinkCityHall.org to gather feedback for a one-year study that will map operations and re-envision buildings and space within the Boston City Hall Plaza. The goal? Modernization. Boston’s City Hall first opened in 1968, and most of its architecture therefore mirrors yesteryear, especially when operations are concerned.

I am just a fan boy, and my story’s often told… Apologies to Paul Simon. I imagine my story or some slight variation of it is fairly common. I started with FOSS before it was called FOSS, made a brief forced detour into the dark waters of proprietary software, and then escaped and returned home to FOSS. In the early ’70s, I was a directionless, straight-Cs high school student who was, like many, always getting “He could do better” tacked onto the end of report cards. I didn’t seem to fit in any better than I had in elementary school. None of the existing cliques held any interest in me, and the feeling was definitely mutual. Early on, I had my books, and my poetry to protect me (to quote Mr. Simon again). Particularly, science fiction.

It is a startups’ world; investors are putting up tough questions for leaders of companies on how they plan to hire and retain their top talents. Recruitment, or rather talent acquisition has come a long way and the landscape is changing fast. Recruitment 1.0 that took place in 90’s was a plain vanilla lateral hiring – post a job and wait for applications to fly in via direct emails or calls to consultants. Candidates were in abundance and talent search was dependent on creating large in-house bank of resumes. Then came Recruitment 2.0 that saw use of online technology like job boards and CV search engines. Both Recruitment 1.0 and 2.0 were essentially focusing on active job seekers.

In the Netherlands a first step is made with open data of municipalities to better understand the functioning of local democracy. With releasing meetings, agenda’s and other documents of local municipalities as open data, five Dutch municipal councils make re-use of this data possible. The municipalities Amstelveen, Den Helder, Heerde, Old IJsselstreek and Utrecht are the first five municipalities in the Netherlands that release meetings minutes, agenda’s and other relevant documents as open data. This is the outcome of a pilot done by Open State Foundation with the Ministry of Interior, the Association of Municipalities and the clerks of these five municipalities. This is an important step to make local politics transparent and accessible to citizens, journalists and councillors.

The charter will make the council ‘open by default’, meaning that Camden will now publish its data openly unless there are good reasons not to. The aim behind the move is to encourage further interaction with the public in order to help deliver better and cheaper services. The charter will also, the council claims, act as a reference point and clear policy position to encourage council services to publish their data. Assurance will also be provided by the charter that open data does not override privacy and data quality concerns. Cllr Theo Blackwell, cabinet member for finance and technology policy said: ’Camden is leading the way across in our work on technology to improve public services and save money.

On a recent trip to Philadelphia, Ken Perry stood on the 18th floor of a hotel and realized he’d forgotten to pack a pair of speakers. He was there for a conference and needed the equipment, so he decided to buy a new pair. Under different circumstances, this could have been a challenge for Perry. He’s blind and had never been to Philadelphia. But he had a smartphone and an app called Nearby Explorer, audio wayfinding technology developed at the American Printing House for the Blind in Louisville, where Perry works. He turned to the app to get him from the high-rise hotel to the speaker aisle at the nearest Radio Shack. “I did that with no help,” he said, although he also gave some credit to his guide dog.
