The Agriculture Department is looking for a better way to get data from the farm to the spreadsheet. In a request for information released Feb. 17, USDA asks industry for systems that could help bring simplify the process for farmers to send reports to the Farm Service Agency and the Risk Management Agency. “It wouldn’t take a genius to figure out there’s a way to streamline this process,” said Blake Hurst, president of the Missouri Farm Bureau. In the current model, farmers collect and report comparable data to both FSA and RMA, and that data is keyed in manually, introducing plenty of opportunities for human error, according to Hurst and the RFI.

Participation in human research may improve with full disclosure and increased transparency of the risks of participating in publically shared, big-data research projects, according to a recent study published in The Hastings Center Report.1 This study examined the experiences of participants in the Personal Genome Project, which is an open data platform. These experiences could contribute to ethical consent practices and protocol review in big data research. Participants in the Personal Genome Project were interviewed to better understand their views on consent. The Personal Genome Project was established in 2005 by researchers at Harvard Medical School in Boston, Massachusetts.

The city of Cupertino has launched a section of its website that is devoted entirely to data. The city’s new portal launched Feb. 5 and provides city data on staffing, businesses, budget, demographics, recreation, development, property, transportation, infrastructure and finance. Topics can be searched and information can be shared by way of Facebook, Twitter and Google+. Residents can also suggest data that they think the city could display. “To expand transparency in local government, we are excited to provide the most powerful tools possible to our community,” said Cupertino Mayor Barry Chang in a city-issued press statement. The portal was created with help from Junar, a company that specializes in creating portals for government data.

Last week, the city of Bellevue joined many other localities across the country in launching their first-ever open data platform, powered by Socrata. The city hopes that the open data platform will help them become more transparent while providing better services to residents. In December 2015, Bellevue was selected by Bloomberg Philanthropies to participate in What Works Cities, a program that began as an effort to help 100 mid-sized American cities enhance their use of data to engage residents, make government more effective and improve residents’ lives. In homes and cafes across the country, a cup of tea, baked beans on toast and fish and chips have long played a key role in the British dining experience. But the extent of a change in tastes over the generations has been captured in a dataset published on Thursday in the National Food Survey, which was set up in 1940 by the government after concerns about health and access to food. Despite the apparent British love of tea, consumption has halved since the 1970s – falling from 68g of tea per person per week to only 25g. With a teabag or portion of loose tea weighing around 3g, that means Britons are drinking on average only eight cups of tea a week today, down from 23 cups in 1974. And while tea remains the most drunk hot drink in the UK, households now spend more on coffee.

Much has already been said about how open data can improve the public impact of government. Articles, methodologies, to-do lists and tweets have been written, keynote speeches and talks of all kinds given. We have heard that open data can help transform policing and eventually improve our communities. Boston’s StreetBump project has shown that open data can help identify and mend the city’s potholes – through the use of smartphone apps and crowd sourcing. We have also seen people develop route calculation apps to improve accessibility for people with disabilities. The list goes on. To recap, the open data movement is based on making organisational data available online. The data needs to be easy to find, explore, analyse, export and reuse – for everyone.

Andrew R Schrock in New Media and Society: “The civic hacker tends to be described as anachronistic, an ineffective “white hat” compared to more overtly activist cousins. By contrast, I argue that civic hackers’ politics emerged from a distinct historical milieu and include potentially powerful modes of political participation. The progressive roots of civic data hacking can be found in early 20th-century notions of “publicity” and the right to information movement. Successive waves of activists saw the Internet as a tool for transparency. The framing of openness shifted in meaning from information to data, weakening of mechanisms for accountability even as it opened up new forms of political participation.

The global scale of counterfeit food, the role of ‘big data’ in food safety and horizon scanning to predict and react to supply chain risks were some areas discussed at an industry event. The NSF International EMEA conference gathered experts at law firm DWF in London. Francoise Dorcier, criminal intelligence officer at Interpol, said organized crime was involved in this type of trafficking due to the fact they could make money with low risks and the sanctions were not always deterrent enough. She said food fraud was global and a health and safety issue citing the methanol poisoning incident from alcohol in Czech Republic in 2012. Interpol runs Operation Opson with Europol to seize counterfeit/substandard food /beverages and dismantle organized crime groups involved in trafficking.
