The Liberal government has taken the shine off its transparency promises by doing what the Access to Information Act is famous for: delay. On March 31, Treasury Board Minister Scott Brison sidestepped Parliament, announcing at a conference billing itself the Canadian Open Dialogue Forum that Canadians must wait until 2018 for the Liberals to produce their version of comprehensive open government legislation. This, despite the fact that the House of Commons Access to Information Committee last month commenced hearings on reforming the antiquated 1982 access act. What Brison wants to do, however, is have further, drawn-out “consultations.” He did promise that after 2018, the government would review further changes every five years beginning in 2023.

Michelle K. Lee, under secretary of commerce for intellectual property and director of the United States Patent and Trademark Office (USPTO), announced new initiatives that should provide easier access to troves of useful patent data, during a day-long visit to MIT on Thursday. “This will allow all the players in the innovation ecosystem to have better information to make smarter decisions,” Lee said. The measures Lee described include the USPTO’s first-ever release of application program interfaces (APIs), tools that can be used to build applications that mine the office’s data for useful information about existing patents. “Anyone with even the most basic programming experience will be able to explore our data according to their own interests, curiosity, and business needs,” Lee said.

Informed by the academic discipline of ethnography and the gritty reality that life in the urban core is tough and short in resources, a slew of open data advocates, programmers and social scientists have built apps mapping opportunity in cities. With names such as Streetwyze, Community Commons, Opportunity Score and DiversitydataKids, the apps not only use the vast sea of data available from city, state and federal governments, but some include local people’s knowledge of neighborhoods. As cities strive to be more resilient amid the stresses of growing populations, climate change, pollution and affordability challenges, these apps are great tools for helping people find economic opportunities of jobs, good schools, public parks and housing.

A modest day, but a rich day: Open Data Day in Burkina Faso has helped advance the uptake open data by the open data ecosystem and also helped explore new areas for opening up data. And this time, it is the health sector that was the subject of focus for the open data activists’ community. Let’s go back over a day of discussions and heated debates around open data. The atmosphere: In the amphitheatre of the Institut Supérieur Privé Polytechnique ISPP, a private high education Institute located at one end of the new town of the capital city, the atmosphere is warm on this Saturday morning. Passionate debates of small groups of people gathered in the amphitheatre  in at certain times make you believe that this a day of classes. An atmosphere created by passion, but also laughter.

New Orleanians can try their hand at being “mayor for a day” with a new interactive website released by the Committee for a Better New Orleans Wednesday. The Big Easy Budget Game uses open data from the city to allow players to create their own version of an operating budget. Players are given a digital $602 million, and have to balance the budget — keeping in mind the government’s responsibilities, previous year’s spending and their personal priorities. Each department in the game has a minimum funding level (players can’t just quit funding public schools if they feel like it), and restricted funding, such as state or federal dollars, is off limits.

Roadmap, a global data management advisory platform that links data management plans (DMPs) to other components of the research lifecycle is a new open science initiative from partners at the University of California Curation Center (UC3) of the California Digital Library (CDL), USA, and the Digital Curation Centre (DCC), United Kingdom. Both organizations sponsor and maintain such platforms, the DMPTool and DMPonline respectively. They allow researchers from around the world to create their data management plans in less time by employing ready-to-use templates with specific guidance tailored to address the requirements of specific funding agencies in the USA and the UK.

The following press release was issued by the Presidency of the Council of the EU on . Last year foreign minister Bert Koenders called for digital technology to be used to ‘open the black box and switch on the lights’ at the EU institutions. He was referring to the need to make EU decision-making more transparent. Open data is the best way of achieving this. Much of the data the EU publishes is currently not easy to access or use. The Diplohacks and the online app competition are part of TransparencyCamp Europe. In the competition anyone in Europe can take up the challenge of building an app or application that gives more insight into the EU’s decision-making process. The final of the online app competition and the Diplohacks will take place at an ‘unconference’ in Amsterdam on 1 June.

The State Water Resources Control Board’s Office of Information Management and Analysis is hosting a “coffee and conversation” gathering on Friday April 1 from 9 a.m. to 11 a.m. at the CalEPA headquarters building in downtown Sacramento. “This informal gathering will mark the official release of the water-themed data sets on the open data portal (at greengov.data.ca.gov), and will give potential Data Innovation Challenge participants an opportunity to talk with stewards of those data sets and ask questions about the data. It will also be an opportunity for participants to talk with Water Boards’ staff more generally about the event, and about the problems they are working to solve and challenges they face.
