A new global study commissioned by Telefonica reveals that the ‘millennial generation’ – 18-30 year olds – feel pretty much in control of their personal online data, but the Spanish giant nonetheless is calling for data protection reform in order to extend digital confidence to other age groups. “Policy makers should take a risk-based approach which considers not only how data is collected but also how it is used,” said Dr Richard Benjamins, Telefonica’s group director of big data, speaking at a summit organised by European Voice, a Brussels-based newspaper. “They should aim to protect people first, rather than data, and must prevent the use of data in ways that might negatively impact individual people’s lives.

As part of broader commitment at bridging the infrastructure gap to enable broader participation in information, government is building a National Data Center infrastructure to serve both public and private entities in the country. The facility comprises a primary data centre in Accra with over 500 rack space, and estimated to be the largest in West Africa and a secondary data located in Kumasi. The former is expected to be completed by the end of October while the later has been completed.

On the surface, the crashes that killed Jill Tarlov and Michael Williams last month could hardly have been more different. Williams, a 25-year-old rookie cop, was riding in an NYPD van on the Bruckner Expressway shortly after dawn en route to police the Peoples Climate March, when the driver of the van crashed into a concrete median. Tarlov, a 58-year-old mother of two from Fairfield, CT, was walking across Central Park around 4:30 p.m. after a day of birthday shopping for her son, when she was struck by a man cycling on the Park Loop. Summary: To become a smart city, Chicago has recognised the need to pool all data sources into one publicly available platform. “For us in Chicago, it all starts with data. For Mayor [Rahm] Emanuel, everything comes back to data,” City of Chicago CIO Brenna Berman said. Speaking at the Internet of Things (IoT) World Forum in Chicago on Wednesday, Berman said that open data forms the basis of all of the city’s work in building up to becoming a smart city. Over 600 datasets in human- and machine-readable format are available now on the city’s website, ranging from all crimes reported in the city from 2001 up until the prior week, water quality data, 311 call data, licensing data, and permit data.

PARAMARIBO, Suriname, Oct 15 2014 (IPS) – Farmers in the Caribbean are being encouraged to make more use of farm apps and other forms of ICT in an effort to increase the knowledge available for making sound, profitable farming decisions. Peter Thompson of Jamaica’s Rural Agricultural Development Authority (RADA) said Geographic Information Systems (GIS) technology is being increasingly used to track “localised conditions, pests and disease prevalence. The technology will not only add value to us but to the farmers in giving information that they need.” “The application of these technologies in agriculture pull in young people. If you focus on traditional means, chances are agriculture will die a natural death.

The phrase “dumb as a lamppost” is going to fall out of favor soon, at least if the City of Chicago has anything to say about it. The city has several new initiatives underway to upgrade lighting infrastructure. It’s powered by the next phase of the Internet, which goes beyond connecting computers to connecting people, data, process and all manner of things. Residents and visitors to Chicago will experience connected technology beginning next spring while walking down Michigan Avenue. The Array of Things initiative, a joint effort by The University of Chicago and Argonne National Lab and supported by the city, will collect environmental information on light intensity, precipitation, air quality, heat, sound volume and foot traffic through decorative sensors on traffic poles.

Montgomery County Councilmember Hans Riemer, the Council’s lead member for digital government, today was one of three local government leaders on civic technology to join the Free Law Founders (FLF) Foundation. Along with Councillor Nadeem Mazen of Cambridge, Mass., and Traci Hughes, the director of the Office of Open Government for the District of Columbia, Councilmember Riemer joins the nationwide coalition seeking to upgrade how governments make laws and how residents access them in today’s digital world. From a banking perspective, an enterprise API’s legal status and accounting procedure can be confusing. With so many people consuming raw publicly open data, sometimes through a 3rd party host, business executives don’t know whether to consider an API as a liability or an asset to a company’s interests. Potential risks may be mitigated by crafting in-depth customer agreement terms, and when applicable, respecting international data privacy laws.
