Health and social services departments often operate independently, but the State of New Mexico in America launched a unified data portal between its health and human services departments which improved collaboration. As the departments started to collaborate, they found that both sides were collecting, analysing and reporting the same data in several areas, Angel Baltazar, Human Services Manager of Esri told FutureGov. They also realised that a significant amount of the data was not personal health information that could be made open. “The two departments started to categorise the data they have and shared these data sets on a public online portal using an interactive map. These data sets included air quality, mortality rates and graduation rates,” she said.

“Big data” is large amounts of data produced very quickly by many different sources such as people, machines or sensors. This could be climate information, satellite imagery, digital pictures and videos, transaction records or GPS signals. Every single minute, the world generates 1.7 million billion bytes of data, equal to 360,000 DVDs. This works out at over 6 megabytes of data for each person every day. As a result, the data sector is growing by 40% per year, 7 times quicker than the overall information and communications market. Businesses that build their decision-making processes on knowledge generated from data see a 5‑6% increase in productivity. Big data is already helping us speed up the diagnosis of brain injuries, or forecast crop yields in developing countries.

The European Commission and Europe’s data industry have committed to invest €2.5 billion in a public-private partnership (PPP) that aims to strengthen the data sector and put Europe at the forefront of the global data race. A Memorandum of Understanding to set up the PPP on big data will be signed today by European Commission Vice President Neelie Kroes and President of the Big Data Value Association, Jan Sundelin, who acts on behalf of companies including ATOS, Nokia Solutions and Networks, Orange, SAP, SIEMENS, and research bodies such as Fraunhofer and the German Research Centre for Artificial Intelligence. The EU has earmarked over €500 million of investment over 5 years (2016-2020) from Horizon 2020 which private partners are expected to match at least four times over (€2 billion).

Faced with the need to upgrade outdated systems, two London borough councils combined their IT services into a 100-strong single team in May last year. The plan was to make a savings of £4 million ($6.4m) over a four year period, a quarter from operational savings and the rest from “cost avoidance” when doubling up on a single system instead of buying separately. In practice, even more has been saved, said Rob Miller, head of shared ICT service for Kingston & Sutton, in a phone interview last week. One example is the opportunity to upgrade to a shared pension system, which will save a further £1 million. Big data is going to get a big boost from the European Union, which will match an industry consortium’s €2 billion investment with €500 million of public money over the next five years. Companies including Atos, IBM, Nokia Solutions and Networks, Orange, SAP, and Siemens, along with several research bodies, will invest in the public-private partnership (PPP) from January 2015. The partnership will invest in research and innovation in big data fields such as energy, manufacturing and health to deliver services including personalized medicine, food logistics and predictive analytics. Other products could include forecasting crop yields or speeding the diagnosis of brain injuries.
