On Monday, the state’s largest health care agency announced a system-wide effort to “free the data” — opening up non-confidential health data for use by entrepreneurs, researchers and reporters. The idea of the web portal launch by the California Health and Human Services agency is to serve the public good and hopefully improve public health through research or innovations that might be generated by the data. “This is the beginning of a very ambitious effort to open information portals that people want and need,” said CHHS Secretary Diana Dooley in a written statement. “This is an important step toward our goal of making California the healthiest state.” The California Department of Public Health first made the portal for datasets public in August.

In the days following the January 12, 2010 earthquake in Haiti, the World Bank disaster risk management (DRM) community worked to assess the damage, and support the Haitian government plan and enact what would become a massive and protracted recovery from this profound disaster. Accurate and up to date maps of the country were an important component of these planning efforts. These maps came from an unexpected source, a global community of volunteer mappers, who, using their internet connections and access to satellite imagery, were able to contribute to mapping Haiti from their own homes. Following the Haiti earthquake, the World Bank, Google, and several other entities made high-resolution imagery of the affected area available to the public.

Many people do not like to have their decisions driven by spreadsheets, for a start, and data tends to sit in silos, interrogated only by those with direct contact with it. But data quality, frequency of collection and disclosure, was a major weakness — and this contributed to foster discrepancies between national level and international statistical data.

Tim Berners-Lee, co-founder of The Open Data Institute, addresses members of the open-data movement at the second ODI Summit. The European Union has committed €14.4m (£11m) towards open data with projects and institutions lead by the Open Data Institute (ODI), Southampton University, the Open University and Telefonica. Software giant VMware has entered the Australian public cloud services market via Telstra, promising its vCloud Air service from early 2015. vCloud Air was launched in the US by VMware in 2013 as vCloud Hybrid Service and marked the company’s bid to retain customers as they began to migrate their applications from private to public clouds. It is based on VMware’s widely used vSphere virtualisation software enabling customers to easily migrate workloads from their private clouds or data centres to the public cloud. Erez Yarkoni, Telstra’s director cloud, told IT Pro the service would be generally available in February or March 2015 following customer trials in December and January.
