Governments and organizations have been hard at work creating Open Data sites to make their authoritative data accessible, discoverable, explorable, and collaborative. There are over 100 sites in the ArcGIS Open Data site gallery for you to explore!  The Site of the Week is a series that profiles one ArcGIS Open Data site each week. It’s a new week and we have a new ArcGIS Open Data site of the week for you to explore! Wake County’s site is still in beta, and it’s a wonderful looking beta site at that. Wake County has a clean and informative homepage that puts information at the forefront. The site has popular thematic icons to categorize different types of data, and each icon is hyperlinked to a search term for easy data discovery.

Mayor Ed Murray and Councilmembers Bruce Harrell and Mike O’Brien today announced a citywide privacy initiative, aimed at providing greater transparency into the City’s data collection and use practices. “In the course of doing business with the public, the City is collecting and exchanging increasing amounts of data,” said Murray. “As we continue to make innovative technology investments, we need to implement practices that support public trust in the security and privacy of personal information.” “This initiative is a chance to demonstrate to the people of Seattle that their local government is managing their personal information responsibly,” said O’Brien.

Ever look at a research paper and wonder how the half-dozen or more authors contributed to the work? After all, it’s usually only the first or last author who gets all the media attention or the scientific credit when people are considered for jobs, grants, awards, and more. Some journals try to address this issue with the “authors’ contributions” sections within a paper, but a collection of science, publishing, and software groups is now developing a more modern solution—digital “badges,” assigned on publication of a paper online, that detail what each author did for the work and that the authors can link to their profiles elsewhere on the Web.

A request for proposals under consideration for a new revamping of recreation.gov, the government’s portal for outdoor trip planning, could be an opportunity to apply the innovative vision of 18F, the new digital services team within the General Services Administration, established in the spring, and of the new U.S. Digital Service within the Office of Management and Budget, civic technologists say. While the RFP as it stands illustrates many of the well-known problems that have been typical of the established procurement process, civic advocates say that is precisely a reason why there is still time for the initiatives’ involvement to make a difference.

The two-day OCF14 program included discussion panels and breakout sessions on ‘Trialing Public Policy’, ‘Changing Public Sector Culture’, ‘Public Services and Citizen Engagement’, ’21st Century Civil Servant’ as well as a feature session on ‘Enhancing Oman’s Competitiveness’. In his closing speech, Azzan Al Busaidi, Ithraa’s Director General of Research and e-Services said: “It is imperative that we re-think how the public sector serves the end-user whether that is a patient, a student, a start-up company, a commuter, an international investor or a tourist if we are to thrive in today’s fast-moving global economy.” There is a notable shift underway and the public sector is beginning to scrutinize the services it offers and how they are delivered.

Here is our State & Local news roundup for the weekend of October 31-November 2, 2014 … LOUISVILLE, Kentucky: The largest city in the Bluegrass State has increased the amount of open data it has released by 200 percent in the past year, according to an inaugural report from Metro Technology Services. Jacob Ryan of WPFL-FM reports that the open data portal is still in its “infant stages.” A year ago, Mayor Greg Fischer declared that the city’s data should be “open by default,” unless its release is sensitive and prohibited by law.
