Residents in Louisville now have access to more city-related data than ever before. City officials have increased the amount of open data by nearly 200 percent in just a year’s time, according to the inaugural Open Data Report by Metro Technology Services. This means that information about subjects as diverse as foreclosure sales, city expenditures, resident complaints and registered dog bites are available for public viewing via an online portal.  And Metro Technology Services director Jason Ballard said more is to come. “[The portal is] still in its infant stages,” he said. But he added that there are challenges that come with getting older data systems to communicate with newer technologies and said it will take some time before the portal is where it needs to be.

LOUISVILLE, Ky. (Oct. 31, 2014) — Louisville Metro Government has put 71 new datasets online in the past year, bringing the total to 107, a 197 percent increase, according to the city’s first annual Open Data Report released today. The report — presented to Mayor Greg Fischer by Jason Ballard, the city’s director of Metro Technology Services — is part of an executive order signed in 2013 to summarize the current state of data availability in Metro Government and present plans for continued improvement of public access to information. According to the U.S. City Open Data Census, Louisville ranks 11th out of 70 cities participating in open data.

When public sector salary information is published, officials’ pay seems to decline, according to new research from Princeton University. The research by the Woodrow Wilson School of Public and International Affairs found that, using California as a case study, the highest-paid city employees saw an 8 per cent reduction in pay after their salaries were disclosed to the public. In turn, this caused a 75 per cent quit rate amongst city managers, according to the research. “On the surface, transparency seems unambiguously good. Why wouldn’t we have transparency?” said Professor Alexandre Mas, author of the paper. “This paper shows that there may be unintended effects from these policies.

Back in June, IBM told UK analysts that it was looking to build the Watson Content Store as a collection of different data sets that customers could access in order to enhance their analytics. The goal was to make the data available as a service although there was a lack of clarity about whether the Watson Content Store would be a basic repository or if IBM would curate and manage the data. One deal that IBM talked about but has yet to fully announce has been completed is the hosting of data from the UK Governments open data site, data.gov.uk. With Europe also looking to create an EU wide open data cloud-based solution, it seemed that IBM was positioning itself to be a major power broker in the industry.
