Paper, pens, alcohol, tape and markers are the top five items bought by the Philippine government, its government’s open data team posted on Facebook yesterday. The team is gearing up for its hackathon on government procurement next month, FutureGov caught up with them to discuss how citizens can use this data it to improve governance in the country. The government has rich datasets on procurement, “so we want people to have a go at it and see what they can do this vast data”, said Nick Castro, Developer Evangelist at Open Data Philippines. At the upcoming hackathon, developers, designers, researchers and NGOs will have 24 hours to use open data and come up with ideas to help the government improve its procurement system.

If the first two years of Philadelphia’s open data policy were about kickstarting a municipal movement, here’s the plan to make sure that movement outlives the Nutter administration. The City of Philadelphia released an open data strategic plan today, which Chief Data Officer Tim Wisniewski is billing as the city’s plan to ingrain open data into the culture of local city government. It’s a plan, he said, to scale the city’s open data efforts. It’s also a way to prioritize what data the city should release. The plan feels like Wisniewski’s way of marking his own vision for open data, a vision that strays from what ex-Chief Data Officer Mark Headd built. That’s seen most clearly in the plan when it stresses that the city’s open data team members are “facilitators, not evangelists.

The city of Louisville, Kentucky has released its first open data audit. The report details how many new data sets have been added to local open data portals and efforts by officials to improve disclosures. Louisville first ushered in an open data by default policy last year. So far the city includes limited expenditure data, performance metrics, and urban blight information on its various open data websites. The audit puts a new steering committee on the horizon for next year to study local data interests and needs. The city is also considering new ways of delivering its open data including mobile applications. Still, a significant amount of heavy lifting still needs to be done to make these data portals worthwhile.

An audit of the federal government’s open data efforts has produced conflicting results. Where there should be URLs that link to downloadable datasets, agencies sometimes have a short message or an identifier for a non-web resource, such as people’s computers and internal servers, the Sunlight Foundation, a nonprofit dedicate to government transparency, said in an Oct. 29 blog post. In general, the foundation found that finding machine-readable government data is difficult and sometimes requires legal action to access. Sometimes it’s simply missing. “Even after we corrected URLs that were missing an http or https, we still found instances of completely invalid URLs,” the blog states. “We saw typos, invalid domain names and other oddities.

Despite the news that enterprise cloud adoption is up 61.5 per cent since 2010, many businesses are still sceptical of moving critical communications applications such as email and corporate data over to a single cloud vendor. Even admitted cloud enthusiasts and members of the Open Data Center Alliance, a consortium of global IT companies such as Infosys, Deutsche Telekom and SAP, have admitted that two-thirds of its members are delaying their move to the cloud due to a number of concerns around security and downtime. Security has long been one of the primary barriers to cloud adoption, but while vendors are working hard to assuage fears on that score, the issue of unplanned downtime is another major hurdle that must also be overcome.

As we audit the public data catalogs of federal agencies, we have found that some of the agencies we examined varied widely in quantity and quality of data. We also made some unusual discoveries while examining the URLs the agencies published. Here, we look at the departments of Defense and the Interior. The Department of Defense’s public data catalog is much smaller than the Interior’s, with only 373 datasets that offer 375 URLs for data. Of those, 59 URLs (15.7 percent) return 404 errors, including the Federal Employees Overseas Absentee Voting dataset. Additional 404 errors include links to records of FOIA requests to the Office of Secretary of Defense for 2011 and 2013. Valid URLs can be found outside of the data catalog. But of particular interest are the domains armyobt.army.

The Canadian federal government has tabled a new law that would require oil, gas and mining companies to publicly disclose payments they make to governments around the world. The rules, which are part of a broader omnibus budget implementation bill, would apply to companies listed on Canadian stock exchanges as well as large private companies. The government has taken a positive step in introducing legislation, although questions remain over what information will ultimately be made public. If the law is to be effective, improvements are needed.
