THE National Bureau of Statistics (NBS) Director of Population and Social Statistics, Mr Ephraim Kwesigabo, has said that availability of an open data system in the country was important in increasing government transparency and involvement of the people in the execution of day-to-day government activities. Addressing a press conference on Wednesday in Dar es Salaam, Mr Kwesigabo said any country with an open data system which is free for use, reuse and distribution to every citizen helped in increasing accountability and transparency, which were essential pillars in running a government.

Open data has the potential to increase economic output by US$13 trillion over the next five years, a study released this year shows. Ever keen to help out, FutureGov has conducted exclusive interviews to see how governments in the region are benefiting from opening up to citizens. Indonesia officially launched its open data portal this year with datasets from 24 agencies. At the same time, ground up initiatives continue to play an important role in government transparency. During the 2014 General Elections, 700 volunteers got together to create a web site to tally vote counts using data released by the government. Beyond releasing datasets, Australian agencies are helping citizens understand and use the data.

Primary health centres are the most basic unit of the public healthcare network. Jakarta’s open dataset on its primary health centres can uncover a host of services for Indonesians and benefits for the government. This is why FutureGov has chosen this dataset as its open dataset of the week. The dataset lists the names, addresses and contact details of 394 clinics across Jakarta. It also indicates a breakdown of staff and the state of infrastructure in each of these clinics, including the condition of the buildings, ambulances, internet connections. The locations and names of clinics in the city can be mapped out if combined with their geographic coordinates. This could be turned into a handy application for residents which lights up the nearest clinics on a map.

Our aim at Qlik isn’t remote or technical, it’s about people and how they use information; our goal is “simplifying decisions for everyone, everywhere”. The NIHR Clinical Research Network began using our QlikView business intelligence (BI) software in 2012 in order to do just that – to help people make better informed, collaborative decisions about the UK’s clinical research efforts, based on a shared understanding of data. For us at Qlik it’s been fascinating to see how the network has quickly been able to climb the analytic maturity curve in just three years – not an easy thing to do as it involves changing behaviours around data as much as any technical capability.

The fine scientists at CERN have decided that citizens of the world might like to know what they have been up to. After all, science (and particularly that of quantum physics and astrophysics) have grown in general public interest over the past few years thanks to film and television paralleling some of the greatest technological advancements in modern history. So the CERN team has decide to take their Large Hadron Collider experiments and put them on the internet to see what citizen scientists can come up with. This is probably one of the most ingenious things they could do; definitely the most radical. But it makes since: the internet is populated with some great think tanks; wiki-boards; and more—places where people go to share information and build on each other’s ideas.

Labour MP Jon Cruddas has called for a Digital Charter that will help the public trust the government with its data. Cruddas, who is heading up Labour’s policy review, told the audience at the Institute for Government today: “Digital government won’t give people more control over their lives unless it’s trusted with citizen’s data. Right now, it’s not proving itself worthy of that trust. There are too many mishaps and too much confusion.” A Digital Charter, he argued, would “protect individuals and establish their rights over their own data and digital identity”. Its three core principles would be open data, digital democracy and digital inclusion. Sharing data between government services and institutions would go a long way in streamlining and cutting costs.

Social media firms like Facebook and LinkedIn must do more to inform people about how their data might be used, says the UK House of Commons Science and Technology Committee. Its report on the responsible use of social media data, published today, has condemned internet companies for making users sign up to long, incomprehensible legal contracts and calls for an internationally recognised standard or kitemark to identify sites with clear terms and conditions. “The terms and conditions statement that we all glibly tick is meaningless drivel to anyone except an American trained lawyer,” says Andrew Miller, the member of parliament who chaired the committee. Instead, he says, firms should provide a plain-English version of their terms, which are typically framed in dense US legalese.
