A debate is going on now in Japan on how data amassed from consumers can be effectively used without infringing on individual privacy. This article looks at recent moves on the part of the government with regard to the rules for the use of this “big data.” The administration of Prime Minister Abe Shinzō is striving to implement a new IT strategy for its information and communications technology policies. Toward that end, the government’s Strategic Headquarters for the Promotion of an Advanced Information and Telecommunications Society, or IT Strategic Headquarters for short, has begun formulating the necessary new legislation. The IT strategy sets the goal of turning Japan into one of the world’s leading IT nations.

European CIOs looking to integrate applications across public and private Clouds will soon have a new option with a data orchestration service from Deutsche Telekom and Informatica. With the growing popularity of Cloud-based applications, the potential for data fragmentation has also increased, because apps running in-house aren’t going away. To help enterprises address this problem, Deutsche Telekom’s T-Systems unit has joined forces with integration software company Informatica. The result is a hosted service designed to let companies integrate applications running in public and private clouds and on-premises environments. It lets enterprises move data between a database, CRM system or Hadoop-based big data application running on-premise and ones running in the Cloud.

DR PETER-John Gordon, a lecturer in economics at the University of the West Indies, Mona, has said Jamaica does not have the capacity to do major data mining. Gordon – who was in the audience as the Caribbean Policy Research Institute (CaPRI), presented a paper at the University of the West Indies, Mona on the impact of an open data policy on Jamaica’s economy – said “we don’t have brainpower” to mine all the data being produced by state agencies. “We don’t have the quantum of people to mine data to the nth degree. But if you have people all over the world doing this kind of stuff, if we make our data available, they will unearth for us some stories which our data are telling us,” Gordon said.

There’s still no date in place for when Sudbury Transit riders – or would-be riders – will be able to use Google’s Trip Planner app. The app, which is already available in many cities, including North Bay, Ottawa and Toronto, allows users to enter their current location, as well as their destination. The planner then provides information on the closest bus stop, when the next bus arrives and when and how they can reach their destination. Greater Sudbury media relations officer Shannon Dowling said Tuesday that work has been completed on the city’s end. Now they’re waiting for Google to finish integrating city transit into its system. “Everything is in place, in terms of the contract and data and things like that,” Dowling said.

The National Statistical Office (NSO) has said statistical data is vital for national development, adding that it helps in national budget planning as government knows what social services are needed for the people. Commissioner of Statistics, Mercy Kanyuka, said this on Saturday in Mzuzu during the celebration of Africa Statistics Day which falls on November 18. The Zomba-based statistical body is a government department responsible for collection and dissemination of official statistics. Kanyuka said NSO is doing its best to ensure that statistical data is available to all groups of people in the country.

The coalition government is set to miss its target to spend 25 percent of its IT budget with SMEs by 2015, according to a major new report on public sector IT commissioned by the Labour Party. The report, entitled ‘Making Digital Government Work for Everyone’, is the result of a reviewshadow Cabinet Office minister Chi Onwurah MP (pictured) announced in December 2013. Its findings will contribute to official Labour policy. While highly critical of some parts of the coalition government, the report recommends a future Labour government builds on, rather than tears up, key initiatives such as Government Digital Services (GDS).

In most states you can find out how tax dollars are being spent if you officially request expenditure records. In Wisconsin, you just click here. For the last 50 years, governments have given up public records in response to Freedom of Information requests. But a number of public agencies are learning the value of proactively providing information before anyone has to ask for it. The trend is part of the open-data movement that most large cities and the federal government have already begun to embrace.

New technology gives public agencies the opportunity to develop and deliver services in new ways, track results more accurately, and open up decision-making. Deloitte’s big new Government 2020 report looks at the trends impacting government and lays out a bunch of ideas for how they can innovate. We picked out a few below.
