Labour has published its long-awaited review into digital government, making a series of recommendations for shaping the future of policy-making which will feed into the party’s planning for its 2015 general election manifesto. The Making Digital Government Work for Everyone report is an independent review, produced for the Labour party and commissioned by Chi Onwurah MP (pictured), Labour’s shadow minister for digital government, cyber security and social enterprise. The report claims the current government treats the “digital world” separately from real life, when, “love it or loathe it technology shapes what we do and who we are as never before: from work and leisure to the most intimate moments in our lives”.

Just over half of these data sets are available as open data under the (OGL). Data.gov.uk forms part of an international network of over three hundred open data efforts that have seen not just thousands but millions of data sets worldwide becoming freely available for personal or commercial use.

Chicago health officials had a serious problem. The city had long been trying to attack breast cancer among minorities with a program offering uninsured women free mammograms at Roseland Hospital in the predominantly black South Side. But black women – who are far more likely than white women to die of breast cancer – weren’t getting screened. Because traditional public health outreach didn’t seem to be working, the city’s Department of Public Health decided to do something new: It turned to a Chicago-based data-mining company, Civis Analytics, for help. Data mining, often employed by political teams and mass marketers, uses statistical analysis to find patterns within large data sets to project trends about individual behavior and demographics.

City Councilman Mark Kersey is nearing the halfway point in his first four-year term representing District 5, an introduction to City Hall that did not turn out the way anyone expected when he was sworn into office in 2012. Despite the upheavals and three men occupying the mayor’s office within two years due to the events surrounding Bob Filner’s brief mayoral stint, Kersey said he has been pleased with his first foray into public office. His two primary focuses have been on infrastructure and increasing San Diegans’ access to city data. “I’m happy to report we’ve made good progress on both,” Kersey said when interviewed by the Rancho Bernardo News Journal last Friday.

THE National Bureau of Statistics (NBS) Director of Population and Social Statistics, Mr Ephraim Kwesigabo, has said that availability of an open data system in the country was important in increasing government transparency and involvement of the people in the execution of day-to-day government activities. Addressing a press conference on Wednesday in Dar es Salaam, Mr Kwesigabo said any country with an open data system which is free for use, reuse and distribution to every citizen helped in increasing accountability and transparency, which were essential pillars in running a government.

Yesterday, the Los Angeles City Transportation Department (LADOT) released a new report entitled Broadway Dress Rehearsal: Pre-Installation Existing Conditions Report 2014 [ PDF ]. The handsome 82-page report is full of facts, figures and graphs all LADOT’s announcement states that the Broadway report is the first one to use the department’s new “robust methodology for pre- and post-installation evaluation and data collection.” This evaluation process is outlined in a second report entitled Project Evaluation Manual V1.1 [PDF]. LADOT further states, “By using established metrics that illuminate how new public spaces and street design impact the life of the street, we can track trends over time, evaluate project performance, and inform future program direction.

It may not be much of a surprise that the National Security Agency has expertise in data management. What’s surprising is that the agency has released one of its data management tools to the public, with the software completely open source. The NSA announced Tuesday the public release of “Niagrafiles,” or “Nifi,” which can automate data flows across multiple computer networks, even if data formats differ. Released in partnership with the Apache Software Foundation, the agency said Nifi could help companies “quickly control, manage, and analyze the flow of information from geographically dispersed sites.

In a citywide pursuit of open data, San Diego Mayor Kevin Faulconer announced Nov. 20 the appointment of Maksim Pecherskiy as the city’s first chief data officer. The appointment comes after the creation of an open data policy and open data officer position created in July. “Maksim is a perfect fit for the role of Chief Data Officer,” Faulconer stated in a press release. “He will use public data and technology to help government make data-driven decisions, improve service delivery to our residents and positively impact the quality of people’s lives. I supported the move toward open data while on the City Council and look forward to seeing it through as Mayor.

The People’s Republic of China and its neighbors provide a kind of natural experiment in Open Data policy. China, Taiwan, and Hong Kong are all beginning to release and use more open government data in new ways, despite the differences in their governmental structures. On my recent trip, I was fortunate enough to visit and meet with leaders on information policy in all three. I wrote recently about the growth of Open Data in China. This report describes new developments in Taiwan and Hong Kong. A recent report from Open Knowledge, which analyzed the potential for Open Data across Asia, notes that countries generally adopt Open Data policies in the hope of encouraging better government, economic growth, or both.
