The British Standards Institute (BSI) has kicked off a programme to develop data standards for smart cities. It follows the development of the PAS 182 data concept model for smart cities, and will focus on developing more detailed standards around how data from the internet of things could be used to develop smart cities. Programme coordinator Saviour Alfino said it has held its first meeting on the issue, and aims to produce a report by the summer as a step towards developing the standards. “We are trying to provide some clarity around the landscape like what types of data people use and how they use it, and it might relate to open data,” he said. “We are scoping things at the moment.

In other words, some practitioners are beginning to doubt the marketing jive around big data analysis and starting to take a more critical view of the limits of big data systems. The promise of big data has been that the more data you collect, the more insights you can get for your organization. An engineer from Google, which has profited as much from big data as anyone, has called that notion “the unreasonable effectiveness of data.” The latest issue of Science News details the limits of big data in a series of articles, the most recent entitled “Big data studies come with replication challenges.

Frustrated by public sector inefficiency, citizens often wonder: why can’t government be run like business? Open data advocates argue that’s the wrong question. Government doesn’t need to, nor should be run like Silicon Valley. In fact, at CA Fwd’s Long Beach Regional Data Forum, former Code for America co-executive director Abhi Nemani joked that since becoming the City of L.A.’s Chief Data Officer, he now knows for certain government can’t be run like a business. Instead, Nemani argues, that innovative solutions lie at the intersection between government and startup thinking. Government can improve both efficiency and responsiveness by leveraging technology and applying the innovation and agile thinking of the startup community to solve public sector challenges, Nemani says.

A massive index of government data kept on U.S. citizens could be publicly released as soon as the first week of March. It is believed to be the largest index of government data in the world, according to the open information group that requested it, the Sunlight Foundation. Based on a Freedom of Information Act (FOIA) request filed more than a year ago, the release will “create a more complete picture of the government’s data holdings,” according to the Sunlight Foundation. The data index, kept by the Office of Management and Budget (OMB) is based on something all federal agencies keep called Enterprise Data Inventories (EDIs). The inventories detail the information that a given agency holds.

Business intelligence (BI) has been around for over 30 years, evolving from the decision support systems of the 1960s. It undoubtedly can and has provided huge benefits for private- and public-sector organisations, but these kinds of projects have often been limited to large centralised teams that have had the technology skills, resources and the budgets to implement traditional BI. This has meant that smaller organisations or departments have either been left behind, or ignored, often leading to a great deal of frustration. The advent of cloud computing has made it easier and quicker to deploy BI. However, the challenge has been to get over some of the traditional thinking that organisations have still had around BI. In the UK public sector, this mindset is changing.
