Which companies are being lured to Philadelphia? Is every official who’s supposed to be filling out financial disclosure statements doing so? And what’s even on those statements? The answers lay in a handful of datasets. Today, the City of Philadelphia is releasing the beginning of its open data inventory, which is meant to catalog every government dataset. Chief Data Officer Tim Wisniewski first told us about his plans for an inventory last October. First up are the Commerce Department, the Office of Emergency Management, the Ethics Board and the City Commissioners Office. There are eight other departments currently in the pipeline, including the Fire Department and Licenses & Inspections, Wisniewski said.

In 2015, the United Nations will gather governments, civil society groups and international NGOs from around the world to decide on global development priorities for the next 15 years. The Sustainable Development Goals (SDGs) will address major global issues of justice, human rights, social inclusion, prosperity and the environment. This is a critical time for country governments, donors, business, NGOs, academia and the open data community to consider how open data can be applied to achieve development targets. While open data can be used to benefit many areas, this report identifies three where it could have a significant impact in the next development agenda and beyond.

– A white paper from the Open Data Institute, exploring how world leaders can use and promote open data to tackle global challenges post-2015, has been launched: ‘Supporting sustainable development with open data’. The report draws on 12 examples from around the world. One of these looks at how open data has enabled improved citizen engagement in Nigeria. In 2011, the Edo state government began implementing an open data initiative with the support of the World Bank, exploring new approaches to addressing budget transparency, teacher absenteeism and urban upgrading through a citizen engagement platform. An open data portal, data.edustate.gov, was launched in September 2013, the first in Nigeria, and first sub-national portal in Africa.

Jokubas Neciunas was looking to buy an apartment almost two years back in Vilnius, Lithuania. He consulted real estate platforms and government data to help him decide the best option for him. In the process, he realized that there was a lot of information out there, but no one was really using it very well. Fast-forward two years, and Neciunas and his colleagues have created PlaceILive.com—a start-up trying to leverage open data from cities and information from social media to create a holistic, accessible tool that measures the “livability” of any apartment or house in a city. “Smart cities are the ones that have smart citizens,” says PlaceILive co-founder Sarunas Legeckas.

A government plan to provide free property data has been hailed as a way to fight underquoting, but also criticised as potentially misleading. The NSW Coalition government has announced that it will provide free property sales data by October if it wins the 28 March election. Finance minister Dominic Perrottet said government websites will publish the recent sales history of individual properties as well as a summary of all recent sales by street and suburb. Mr Perrottet said the government receives more than four million requests for land and property information each year. “If elected, our commitment is to make it available for free and make the process of buying a house or land much easier and more efficient,” he said.
