Transparency and open government advocates have been successful in convincing governments around the world to share some of their data with society at large. (And thanks to the Sunlight Foundation, we’ll soon know which data they’re not sharing, as well). But there is plenty of important civic information that isn’t collected or maintained by governments. We need to supplement open government data with data from others to give nonprofits, governments, and researchers a more holistic understanding of reality. Here are a few projects working to augment open government data with open data from other sources: Open Data Philly, first launched in 2011, is an early manifestation of the idea that official city data can live in the same open repository as other community datasets.

The Office of Management and Budget will release agency enterprise data inventories to the public in response to a 2013 request by the Sunlight Foundation under the Freedom of Information Act, the foundation reported Monday. Matthew Rumsey, Sean Vitka and John Wonderlich wrote on the foundation’s blog that the EDIs will provide a view into the information that each federal agency collects and stores internally. The move builds on President Barack Obama’s open data executive order that requires agencies to maintain indexes on their data assets, they said. “Creating a more complete picture of the government’s data holdings… is broadly considered a big step toward open data policies that transform how governments work,” wrote Rumsey, Vitka and Wonderlich.

Robert Cardillo, director of the National Geospatial-Intelligence Agency, has said NGA will continue to embark on open data initiatives to make geospatial resources publicly available, FCW reported Tuesday. Cardillo, an inductee into Executive Mosaic’s Wash100 list for 2015, estimates 25 percent of the agency’s data are currently available online for public access, according to the story by Colby Hochmuth. He told audiences at an Esri-hosted geospatial forum that he believes Internet of Things and satellite technology could allow for a democratization of geospatial information. “It will be less about the images and more about the derived information, the context, the analytics and the consequences we can enable with that data,” he added, according to FCW.

In December 2011, Samantha Clark opened up her browser and typed opensnp.org into the address bar. The page loaded; she hit the ‘Sign Up’ button, entered her name and email, and created a password. At the top of the page was a warning in red to read the disclaimer, a page-long list of the dangers of using the service. These included being discriminated against by employers or insurers, zero anonymity, government snoops, and potentially distressing discoveries about herself. She read it, checked a box that said, “I understand the warning and am willing to take these risks,” and then signed up. “They really try to convince you not to do it,” Clark says.

The White House budget office plans to release probably the largest index of government data in the world, according to the Sunlight Foundation, a group that lobbies for more open data. Sunlight said it received a letter from the Office of Management and Budget Feb. 6, indicating the agency will comply with a Freedom of Information request – filed December 2013 – to release agency enterprise data inventories, or EDIs, to the public. “EDIs are comprehensive lists of a federal agency’s information holdings, providing an unprecedented view into data held internally across the government,” according to the group in a Feb. 9 blog post. Without this information, it’s “impossible” to know what data are being collected and stored by the government, Sunlight added.

With technological advancements around data protection and state surveillance of internet traffic, the UK is heading into its first tech-aware general election. This will be the first UK election since surveillance revelations were made by whistleblower Edward Snowden and UK voters are aware of the extent to which the UK security services and GCHQ have tapped into their internet communications. It is also the first UK election to be fought in the era of cloud computing, a technology which has the potential to slash the cost of public sector IT. Bananas are a staple food in Uganda. Ugandans eat more of the fruit than any other country in the world. Each person eats on average 700g (about seven small bananas) a day, according to the International Food Policy Research Institute, and they provide up to 27% of the population’s calorie intake. But since 2002 a disease known as banana bacterial wilt (BBW) has wiped out crops across the country. When plants are infected, they cannot absorb water so their leaves start to shrivel and they eventually die. It’s easily spread by tools like pangas and knives not being cleaned after chopping infected crops, and bees transferring nectar between plants. Some farms have lost up to 90% of their yields, with estimated national loss as being up to $360m (£235m) per year.
