If you followed last week’s big data news, it’s likely you came away dazed and confused about the state of Hadoop. And if you follow this week’s headlines about Hortonworks’ latest, $12.7 million quarter, you might wonder why there’s such a fuss about big data. The fact is, the big data market is still very small, and it’s full of green products, discord, and factionalism. One camp, led by Pivotal and Hortonworks, last week announced the Open Data Platform, describing it as “a structured way for vendors to agree on a fully integrated and validated core distribution of Apache Hadoop.” That group’s claim is that the Hadoop community is fragmented.

Miami-Dade County launched its open government database during a Code For America Hackathon last Saturday at Miami Ad School in Wynwood. The theme for Code Across 2015 was Principles for 21st Century Government. The Code Across Hackathon coincided with International Open Data Day, Feb. 21. The event helped to digitally answer some commonly asked questions about government and neighborhoods; created an open-source directory for all of Miami-Dade County’s health, human and social services; and other civic services. Mayor Carlos Gimenez also introduced Code for America fellows, who will be assisting Miami-Dade to expand its digital footprint. “This is one more sign of Miami-Dade County’s emergence as a hub for technology and innovation,” said Gimenez in an earlier statement.

Athena, an open-source Microsoft initiated tool visualizing the civic technology space, won the most votes from participants for Best Civic Hack at the conclusion of this weekend’s Code Across NYC event Sunday. Civic Technology group BetaNYC was lead organizer of the New York event at Civic Hall in Flatiron to encourage civic technologists to engage with city open data and build tools to make government services more accessible. Other partners were Microsoft, New York Tech Meet-up, Silicon Harlem, the Mayor’s Office of Data Analytics, Code for America’s brigade program and the Internet Society. The winnning tool illustrates connections and relationships between players, institutions and data shaping civic technology efforts in New York City and beyond.

Yesterday’s blockbuster story by Spencer Ackerman in the Guardian about the Chicago police’s “black site,” an “off the books interrogation compound” where people have been beaten, shackled and denied access to lawyers prompted an impassioned response from veteran civic hacker Daniel O’Neil, the head of the Smart Chicago Collaborative. Noting the long history of open crime data in the evolution of the city’s larger open data movement, O’Neil writes, “The idea that the Homan Square facility, at the corner of Homan and Fillmore, is a place where police are ‘keeping arrestees out of official booking databases’ certainly is not a shining star in this history.” O’Neil reminds us of the radical critique offered by the late Aaron Swartz of simply relying on government to release data.

Despite promises of transparency and efforts to create “open data” in the hopes of latching onto the “app economy”—words frequently used in government agency press releases—much of the data that would be of the greatest value to citizens often ends up out of reach. For example, if you want to plan a trip on public transportation in many cities (or even just find out when your bus will show up), you often have to turn to Google Maps or another transit-tracking application on your mobile device. In Baltimore, however, that data has been locked behind the firewalls of the Maryland Transit Administration (MTA).

The core problems enterprises try to solve should be the foundation of a Big Data project, says Joel Horowitz, Director of Portfolio Marketing, Big Data Analytics, IBM. In his joint interview with Nancy Hensley, Director of Marketing, Analytics Platform, IBM, at IBM InterConnect, Horowitz told theCUBE host Dave Vellante that “it all starts with what the client is trying to accomplish.” First, companies determine the business situation and what problems the client is trying to address, then define the available data sets, and then bring in IBM’s technology and experience behind a package to provide a solution. “Where IBM has succeeded in the last few years with Big Data” is starting with the business level and working backwards, he explained.

In Georgia, the introduction of e-procurement (Ge-GP) is a good example of how strong political will and commitment can be critical in the context of reforming public procurement. Within a year, the State Procurement Agency of Georgia (SPA) designed, developed, and tested an e-procurement system, and eventually moved to the mandatory use of e-Procurement, fully replacing paper-based tenders.
