With federal agencies spending more than $80 billion on IT annually, the Government Accountability Office wants to see where all that money is going. A new GAO report recommends that the Office of Management and Budget team up with federal CIOs to better understand IT management issues. OMB already has some key IT data because CIOs must report on their management of IT in such areas as capital planning and investment management, security and strategic planning. GAO recommended that OMB, in collaboration with CIOs, ensure a common understanding of priority IT reforms and their reporting requirements and address proposed reporting improvements and challenges.

That best-selling book, now more than a decade old, examined how the Oakland Athletics used data analysis to gain a competitive advantage. New statistics — with acronyms like WAR, BABIP, and FIP — begin to move out of the realm of hardcore number crunchers and into the mainstream. Some fans have embraced the new science, commonly referred to as sabermetrics. Others have remained skeptical and even disdainful of the newfangled formulas. They’d prefer to rely on traditional methods for measuring player performance — wins and losses for pitchers, batting average and runs batted in for hitters. But within baseball, that battle is over.

Together, the following three governance documents provide a strong and clear accountability framework. The MOU is an administrative agreement between the Attorney General and the OIPRD that reflects the accountability framework and guides the mutual understanding of responsibilities of both the responsible minister and the Independent Police Review Director. OIPRD is required to post its Business Plan annually. The annual Business Plan maps out the agency’s strategic direction and upcoming activities for the next three fiscal years. All agencies must have their responsible Minister approve their business plan annually. The OIPRD is required to post its most recently tabled Annual Report. The Annual Report includes performance targets, agency performance and financial statements.

Civic hackers—citizens who create better ways of utilizing open data—are changing the way the public accesses information, and creating transparency in ways the government is still catching up to. “[Civic hacking] brings data in a form where the public can understand, but it is also impactful. Then leadership can respond, making it real,” said Catherine Nikolovski, founder of the nonprofit group HackOregon. “We will not stop until all public data is machine readable.” In Oregon and across the United States, people have been pushing for more  access to data and information. “People are actually hungry for making the data viable, and translatable to the public,” said Andrew DeVigal, Endowed Chair in Journalism Innovation and Civic Engagement with the University of Oregon.

An article in AutomatedBuildings.com recommends several ways energy managers can improve their performance. The first recommendation is that energy managers should consider energy not as a fixed cost but rather a variable cost, which is included within Cost of Goods Sold (CGS). This strategy makes energy consumption more visible. The article also warns against “once-and-done commissioning.” Today’s buildings have infrastructure to support cloud-based energy management for ongoing monitoring from energy meters and building equipment. Not only does this data provide real-time information to make HVAC and lighting decisions, but the data can also be input into the US EPA’s Energy Star Portfolio Manager to benchmark the building’s energy use.

This research and its data is enclosed in a database called Physical Science Informatics and was created by specialists at the Marshall Space Flight Center in Huntsville, Alabama. it includes results such as combustion science, complex fluids, fundamental physics, and more. As big data in cities gets bigger, with growing numbers of sensors tracking everything from air pollution to traffic jams, the resulting piles of information aren’t necessarily easy for people living in those cities to access or use. In the Sense Your City Data Art Challenge, an organization called Data Canvas asked designers to find creative ways to share data collected from DIY sensors in seven cities around the world. “The dialogue now is between cities and big technology companies—there’s not really a voice for everyday citizens,” says Emina Reissinger from Swissnex, which partnered with Grey Area Foundation for the Arts and LIFT to put on the challenge.
