Different numbers have been floated around for what it would cost globally to end poverty, stop climate change and make sure no one goes hungry. These numbers add up into trillions of dollars. How are we going to keep track of the money to make sure it is not wasted, lost to corruption or mismanaged? The answer lies in open data. Information that is proactively disclosed, shareable, understandable and comparable allows for a complete picture of what money is being spent and on what – and how much more is still needed.  This picture must be comprehensive, particularly when it comes to public finance and spending on government procurement.

Bloomberg Philanthropies has launched a $42 million initiative to help cities use open data better. The What Works Cities initiative partners with the Harvard Kennedy School, Johns Hopkins University, Results for America, and the Sunlight Foundation, to provide technical training to 100 mid-sized cities (with population between 100,000 to 1,000,000) chosen from the ones that apply. Open data is “a muscle that every city is trying to beef up,” says Jim Anderson, head of government innovation programs at the charitable organization of New York’s former mayor, Michael Bloomberg. “What cities tell us … they really need is tools, tips, and techniques for creating a culture to better use the data they’ve already got.

The Obama administration is teaming up with a slew of tech giants in an effort to bring the government’s vast collection of environmental information to the cloud. Under agreements struck with Amazon, Google, IBM, Microsoft and the Open Cloud Consortium, data alliances anchored by each of those partners will research methods to provide easy public access to data collected by the National Oceanic and Atmospheric Administration. The NOAA takes in more than 20 terabytes of data every day through sources ranging from sea-borne buoys to weather satellites. The U.S. Commerce Department, however, said only a fraction of that information is publicly accessible and that demand for those resources is rising.

The push for open government and open data by federal officials, as well as authorities across many states and cities, can seem an unmitigated good. Talk to journalists, however, and there are myriad areas where they believe government at all levels is still being less than transparent — and less than helpful in revealing facts that the public is entitled to know. Further, scholars who study transparency initiatives  point out the ambiguities inherent in many transparency projects, the modest real outcomes in most cases, and even the potential downsides of “naked government” or the possibility of using the banner of transparency to whitewash or conceal. These debates can be dizzying for average citizens.

The City of Cincinnati unveiled a new portal that puts information right at residents’ fingertips. The new Open Data Cincinnati Portal has 15 sets of data, such as restaurant inspections and how long it takes fire departments to respond, online for anyone to access, browse and export. “It’s all about the public and the public has a right to know about the people’s business,” said Cincinnati Mayor, John Cranley. “The people’s business needs to be done in public and it should be easy for citizens to figure out what its government is doing.” City leaders said it’s a move toward greater transparency between them and the public.

It’s taken one and a half years, but a study of all of San Diego’s 5,000 miles of sidewalks is finally finished. The assessment found more than 78,000 instances of sidewalk cracks, tree-damaged sidewalks and uplifted sidewalks, meaning places where one sidewalk panel is higher than another. It also found 620 miles of road where no sidewalks exist. The report will go to the City Council’s infrastructure committee Thursday. Committee chair Mark Kersey said he didn’t know what the report would find because this is the first time the city has done a complete assessment of all its sidewalks. “I knew in certain parts of town the sidewalks are very old, so we knew they’d be bad, but I didn’t have specific expectations,” he said.

Big data is everywhere, with the U.S. government amassing perhaps the biggest trove of data. As the government collects more data, it has started to engage in open data and open government programs to share that data with citizens. However, according to a new Pew Research report (in association with the John S. and James L. Knight Foundation), users don’t believe they’re doing a very good job. Open government and open data programs can provide some very useful information to the public. When information on government activity is not forthcoming, some take it into their own hands to expose this data, as Edward Snowden did with NSA data. This can lead to serious distrust of government, and secrecy makes it harder for journalists to keep officials honest.

Sorry, government data geeks, most Americans don’t share your enthusiasm for APIs or mining obscure government data sets. Just 5 percent of Americans say that federal or state governments are very effectively sharing the data they’ve collected, according to a new survey released Tuesday by the Pew Research Center. The research shows that a little more than half of Americans (more Democrats than Republicans) think that access to government data could help journalists and others keep elected officials and bureaucrats more accountable, but they have doubts that government officials are any good at actually sharing that information.
