Rain doesn’t fall equally across Edmonton. And when it comes to volume of rainfall, the data is a bit vague, as it’s all collected around airport area. That’s about to change, as a new map, released through the City’s Open Data Initiative and Drainage Services Branch is now recording 30 different spots in and around Edmonton, to gauge the rainfall. City Engineer Scott Vatcher says the map also helps to show how drainage is affected by the rain. “Rain can be quite variable around the city,” says Vatcher. “From a drainage point of view, storms that can create the most challenges for the drainage system are the ones that are most localized and can drop a lot of rain in a short period of time.” To use the map, click on the boxes to check the amount of rainfall.

On BMJ Blogs, Tom Jefferson updates on the latest developments and likely repercussions of European Medicines Agency policies on publicly releasing more detailed data from drug clinical trials. “The value of these documents available at the click of a button to a researcher is difficult to overplay,” writes Jefferson. “The radical nature of the EMA’s policy lies in its offer of routine access to full clinical study reports (CSRs) with (hopefully) minimal redactions just a few days after drug approval (or rejection),” comments Jefferson. “CSRs offer us the possibility of delving into and cross checking all aspects of trials: from protocol to informed consent forms, from intended analysis methods to those which were actually used, to templates for participant data collection.

Was Harlem really a hotbed of illegal fireworks complaints? It looked that way on a map by DNAinfo. But a closer read reveals that the zip code with the most fireworks complaints to 311 had … four. Over four days. In April, the same site, the Daily News and lots of other websites tittered over fireworks of a different sort — 311 complaints of loud sex. Brooklyn’s 11221 Zip Code got a triple-X rating as one of the loudest for lovemaking. But click on the map, and you see eight complaints there for an entire year. “Sometimes people are looking for the fun story more than the scientifically rigorous analysis,” says Ben Wellington, who writes the data blog I Quant NY, and did a great writeup about 311 noise complaints for the New Yorker, using the city’s open data portal.

A while back, I published an article on the use of open data sets, covering some of the things that were already being done and what may be possible in the near- to mid-term.  After this was published, David Patterson of KnowNow Information (KnowNow) got in touch to ask to meet up to discuss what his company has been up to in this space. I met up with David at IBM’s Hursley Laboratories in Hampshire. As a member of IBM’s Global Entrepreneur Programme, KnowNow has access to IBM’s skills and capabilities, helping to maximise KnowNow’s capabilities in how it deals with data. With access to IBM’s Bluemix and Node-RED technologies, KnowNow can focus on its own deep domain expertise – managing datasets to ensure that its customers get the end results they need.

State and local governments aren’t known for being cutting edge or tech savvy. But as the open data movement gains momentum, the private sector is becoming more empowered to usher valuable, though often archaic, institutions into the 21st century. A recent study by Accela, a software and application development company focused on civic engagement, estimates that spending on civic technology will reach $6.4 billion this year. There are 132 Open Data 500 companies in the state of California, and in early June the state Senate passed Senate Bill 537, which calls for the creation of a state chief data officer and the adoption of a statewide open data policy. But already, state and local agencies and technologists are using open data to improve health outcomes in the region.

Architects, planning officers and residential developers now have access to an important new tool thanks to the launch of Greater Manchester’s interactive ‘open data’ map. The free online service provides a comprehensive overview of Greater Manchester’s infrastructure by using open data to pinpoint a range of details including planned transport works, communications links, streetlight locations and designated nature reserves, amongst many others. It is possible to view and overlay more than 50 layers of these infrastructure assets across Greater Manchester, to inform spatial planning and development proposals.

A report into a £7m town hall budget ‘black hole’ has finally been released more than a YEAR after the error was first spotted – but the person responsible hasn’t been named. The Trafford council financial manager who made the gaffe has been sacked for gross misconduct but his identity has been protected in a town hall report on the grounds of ‘data protection’. A report outlining the findings of an investigation into the saga and what changes have since been made since has been released but has been redacted so the identity of the culprit isn’t revealed. The council was under no obligation to make the report public, but chose to do so ‘in the interests of transparency’.
