Text has long been an important, but difficult to use, source of data for social scientists. Back when I wrote my Ph.D. thesis, for example, I sat for weeks with abstracts from the New York Times — finding newspaper articles relating to past presidential campaigns, and content-analyzing those articles to determine whether they had substantive or “horse-race” information in them. Back in the day, most scholars analyzed text like this manually, and despite the fact that vast amounts of text were available for study, very little of that information became data that was amenable to sophisticated quantitative analysis.

In a bid to increase the number of citizens who are college degree holders and can help boost the U.S. economy, the White House is introducing a new tool to help students and families search for the ideal college. President Obama recently unveiled College Scorecard, a website that uses open data to assist anyone, specifically, students, researchers, schools, and policymakers, to evaluate various factors. The online system can be accessed via CollegeScorecard.ed.gov. “As college costs and student debt keep rising, the choices that Americans make when searching for and selecting a college have never been more important,” Obama stated  as he was introducing the website during his weekly address.

These emissions come mainly from the combustion of fossil fuels to provide heating, cooling and lighting for our homes and offices, and to power appliances and electrical equipment. “By transforming the built environment to be more energy-efficient and climate-friendly,” the report states, “the building sector can play a major role in reducing the threat of climate change.” Planners, architects and municipalities are actively pushing for energy-efficiency in design, but the tools needed to predict the impacts of new buildings in advance are limited in their function and often are prohibitively expensive to access.

When city council comes back from its summer break, it will be easier for curious citizens to do their homework. City records will be published in easily searchable format beginning with next week’s council meeting. That means even the archives will be easy to digitally search through online. “Earlier this year, we approached Mayor Bowman with ideas to tweak the process for how information is gathered at City Council meetings,” said Kyle Geske, founding member of Open Democracy Manitoba. “Our aim was to create an online citizen dashboard because we want there to be a place where citizens can quickly learn about the decisions being made at City Hall that affect their everyday lives.” Open Democracy Manitoba’s dashboard, using machine-readable Council data, is available at www.

いま中国のクラウド投資が熱い！テンセント社（Tencent） がクラウド事業に約1884億円を投資。

CNBCのニュースによると、中国の巨大会社 テンセント社（Tencent）は、競合のアリババに追いつくため、今後5年間で15億7000万ドル（日本円で約1884億円）をクラウド・コンピューティング技術に注ぎ込むそうです。（2015年9月15日発表）

Dowson Tong（Tencentの重役副社長）が工業フォーラムで語った話によると、この莫大なお金はインフラ整備、人材確保とサービスを市場に投入するために使われるそうです。

Tencentは、WeChatメッセージと決済アプリで最も有名な会社で、5億人のアクティブ・ユーザーがいるそうです。

同社にはここ数年の間にデータ・センターを中国と北米に構築する計画があります。

2015年7月に、10億ドル（£637m）をクラウド事業（Aliyun）に投資すると発表しているアリババに続いた格好です。

Aliyunは北京、杭州、青島、香港、シェンチェンとシリコン・バレーにデータ・センターを持っています。現在建設中のデータ・センターがドバイにもあります。
また、今後、ヨーロッパにもデータ・センターを建設する計画があるそうです。

これらの動きは、中国のために新しい「インターネット・プラス」方針を導入した中国の国務院総理　李克強の感情を反映したものにみえます。国内成長の活性化に向けて、国内の技術を積極的に採用していくことでしょう。
