The General Services Administration wants to harness the power of open data to spur governmentwide improvements and transparency, so it’s tapping the collective brain for help. The agency announced a new competition called the Digital Innovation Hack-a-thon, scheduled for Oct. 16 at the GSA headquarters in Washington, D.C., according to a Wednesday Federal Register notice. Participants will be expected to develop technology-driven projects that could be replicated throughout the government. Each participant will receive project ideas, existing code and data sets, and will be asked to design an app, application programming interface or data mashup. All open federal data collected by GSA is fair game, according to the notice.

In the early days of online government, cities at the vanguard rightly bragged about taking on “e-gov” as a project. Within just a few years, though, e-gov had moved from a set of individual projects to an ingrained part of innovation and customer service. Now, cities around the country are working to make their immense quantities of data more public and actionable. As these initiatives take hold, the success stories of data analytics will, like e-gov, move from the anecdotal to the mainstream. That process is well on its way in New York City, an early leader along with Chicago in using big (and little) data to drive innovation. New York is looking to leverage data science more broadly and deeply into existing institutions in an ambitious bid to remake governance.

Jackson Mayor Tony Yarber hopes the answer is yes. In August, Jackson was one of eight cities selected for Bloomberg Philanthropies’ What Works Cities Initiative. According to the Bloomberg Philanthropies website, the goal of the program is to use data analysis to improve the lives of residents. Michael Bloomberg, former mayor of New York City, is a supporter of the $42 million initiative, which seeks to expand to 100 cities. In September, Jackson became the first What Works City to sign an executive order for open data. Bloomberg Cities hosted a Twitter town hall Wednesday to answer questions about the project.

The new analysis of tens of thousands of pages of GlaxoSmithKline’s ‘study 329’, including documents that were previously confidential, starkly contradicts the original report’s claims about the drug paroxetine. It is the first study to be reassessed under a pioneering initiative aimed at over-turning the findings of potentially misleading studies, often funded by drug companies. While the dangers of paroxetin, which can lead to suicidal behaviour and aggression in children and adolescents, are now well established, the reassessment of study 329 marks a milestone in the medical community’s campaign to open up clinical trial data held by pharmaceutical companies to independent scientific scrutiny.

The findings of a long overdue reanalysis of a 14-year-old study of the antidepressant paroxetine and its effects on adolescent patients, published in the BMJ, are astonishing. Not because of the overall conclusion that the drug is ineffective and unsafe in this age group – thankfully that has already been well established by further research and clinical experience in the intervening years. What is astonishing is that the original report of this study, funded by what was then SmithKline Beecham, reached exactly the opposite conclusion. Only now, years later, thanks to the publication of previously confidential trial documents by what is now GlaxoSmithKline (GSK) – and the hard work of independent researchers – can the totality of the evidence be assessed.

The “Art of Data” exhibit in Kansas City, Missouri, showcased artists who humanized city datasets into works of art. The datasets were based on statistics like life expectancy by zip code and the city’s homicide rate. The exhibit celebrates five years of data analysis and reporting with a creative convergence of visual art representing the datasets that drive Kansas City’s innovations and civic decisions. This post features one artist and their artistic interpretation of a dataset.

The term smart city, like the over-used 5G acronym, is tricky to define. Every so-called expert you ask has a different view. To date, there is no unified definition. Many talk of platforms and infrastructure as the cornerstone. For some the focus is on sustainability, both environmental and economic; others point to specific objectives like improving transportation, governance, health and safety. The head of Dubai’s smart taskforce, Aisha Bin Bishr, said she is working with the ITU on smart city KPIs with the goal of having standards nailed down in a couple of years. She said these will help give other cities a blueprint to follow. Not content on just being a smart city, Dubai has set the ambitious goal of being the “smartest city” by 2020.
