At this year’s iteration of our annual open government unconference, TransparencyCamp, I had the pleasure of leading a session on the role of policy in the open data movement, and a particular question seemed to strike a chord with participants: Just how relevant and important is an open data policy to a successful open data program? What does it actually accomplish, not just symbolically, but functionally? Or, to put it more bluntly, why have an open data policy? As part of the What Works Cities initiative, the Sunlight Foundation is working with cities across the country to help support the adoption of meaningful and sustainable open data policies.

President Obama has still not lived up to his 2009 promise to run the most transparent administration in history, according to a new report card from 16 open-government advocacy groups. They said federal agencies are falling short of their potential in easing public access to sometimes-sensitive documents, “despite commendable efforts and some meaningful transparency advancements.” The Obama administration still has time to deliver greater transparency on issues affecting national security, privacy and federal spending, according to the analysis of the administration’s National Action Plan released Wednesday by Openthegovernment.org. The report cited weak transparency on such contentious areas as CIA torture, domestic surveillance and drone strikes overseas.

In July 2015 the government announced that it was setting up a review of the UK’s Freedom of Information Act. Christopher Graham, Information Commissioner since 2009, speaking at an event organised by the LSE Media Policy Project, talks about his experience as Commissioner over the past six years, and why he believes the FOIA is effective and what should be done to keep it operating effectively in the future. My theme, ‘is the Freedom of Information Act working effectively?’, is drawn from the terms of the Written Ministerial Statement establishing the FOI commission back in July. ‘We fully support the Freedom of Information Act,’ wrote the Cabinet Office Minister, Lord Bridges.

Mappers and humanitarian activists will use MAPS.ME’s open sourcing to improve OpenStreetMap and to facilitate relief efforts SAN FRANCISCO–Mail.Ru Group will open the source code of its MAPS.ME application, the largest free mobile mapping app using OpenStreetMap (OSM) data, in an announcement made at the Global Mobile Internet Conference (GMIC) in San Francisco. The app, which has more than 25 million downloads worldwide and allows maps to be downloaded so they are accessible both on and offline, will now allow other developers to embed free maps into their mobile products. MAPS.ME’s code will also be available under the Apache 2.0 license, which means free usage for users, even when being used for commercial purposes. Additionally, MAPS.

The « Projet de loi pour une République numérique » is finally in the starting gates after it was first announced in autumn 2012. What makes this bill special is that, from now on, and for the next three weeks, it will be open for public debate and proposals. An online consultation platform, designed by the French start-up Cap Collectif, has been instituted to present the bill article by article and to offer several levels of interaction. Every subscriber of the platform is free to give an opinion on the various provisions of the text and make proposals for amendments, which are themselves subjected to the views of the online community. Indeed, every citizen has the possibility to propose himself an article as well as to approve or disapprove every single disposition of the bill.

There are 67 vacant buildings in Ford City. One has vases of fake flowers in the empty storefront. Four adjoining red brick buildings line half a block with empty interiors. An old business is boarded up, with large square slabs of wood blocking windows and doors. Each building is an anecdote of disrepair and neglect. But when you count them and put them into a list, it becomes a more obvious problem. This is one of the first data sets to be stored in the new Open Data Windsor Essex portal, found at odwe.ca. The project — run through technology hub Windsor Hackforge — is funded by an Ontario Trillium Foundation grant. It launched Tuesday night.

Pivotal Software Inc. open sourced its SQL-based HAWQ analytics engine for Big Data processing. The company contributed HAWQ and MADlib, an associated parallel machine learning library — which was already an open source project — to the Apache Software Foundation (ASF). The move follows the open sourcing of Pivotal’s Greenplum massively parallel processing data warehouse based on PostgreSQL technology in February, when the company said it was contributing that and other core components of its Big Data Suite to the community. Pivotal, a 2013 joint “spin-out” of parent EMC Corp. and its VMware Inc. subsidiary, known for its Cloud Foundry Platform-as-a-Service (PaaS), has now followed through on that commitment.

The department hopes the app will be a starting point for people looking to research child labor or forced labor around the world. The Labor Department released two new ways for the public to use open data in the fight against child and forced labor Tuesday. The Sweat & Toil app, released by the department’s Bureau of International Labor Affairs, takes thousands of pages of data from three reports — “Findings on the Worst Forms of Child Labor;” “List of Goods Produced by Child Labor or Forced Labor” and “List of Products Produced by Forced or Indentured Child Labor” — and reduces it to a database that can be searched on a mobile device.

OAKLAND, CALIF — As events kicked off for the Code for America Summit on Sept. 30, the city’s mayor, Libby Schaaf, spoke strongly about knocking down the digital divide between technology and government services with what she called, a digital bridge and “techquity.” “Let’s admit, government hasn’t always treated people equally,” Schaaf said. “Techquity is the idea that we deliver city services in a way that reaches our most vulnerable populations….[and] use the power of government to have a very intentional conversation with our tech business community about being diverse.” And in celebration of said tequity, Code for America announced the winners of its inaugural Technology Award program, which honored innovators who are building or implementing software for the public sector.
