NEW YORK — Throughout a week of historic steps towards the post-2015 development era, a few lingering questions have tempered the optimism surrounding formal endorsement of the 17 Sustainable Development Goals (SDGs): How to measure progress? How to track the successes and failures of this immense global exercise? On Monday, a major international initiative launched on the sidelines of the U. N. General Assembly aiming to facilitate answers to these questions.
