The United States and the European Commission signed the “Copernicus Cooperation Arrangement” which will facilitate data sharing from the Copernicus constellation of Sentinel Earth Observation satellites among a broad spectrum of users on both sides of the Atlantic. U.S. Deputy Assistant Secretary of State for Science, Space and Health Jonathan Margolis and European Commission Director for Space Policy, Copernicus and Defence Philippe Brunet signed the arrangement in Washington, D.C., on October 16. The arrangement articulates a shared U.S.-EU vision to pursue full, free, and open data policies for government Earth observation satellites. Such policies foster greater scientific discovery and encourage innovation in applications and value added services for the benefit of society at large.

Dubai Data Law to allow sharing of government data with private sector, Shaikh Mohammad announces on Twitter The Dubai Data Law was launched on Saturday to allow the sharing of government data with the private sector, His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, posted on Twitter. “We issued today Dubai Data Law which will allow sharing [of] Government data with private sector for a better Smart City of Dubai,” Shaikh Mohammad tweeted on his account. The Dubai Data Law will create opportunities for collaboration, innovation and entrepreneurship between government and non-government entities, Shaikh Mohammad said.

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE, in his capacity as the Ruler of Dubai, issued Dubai Open Data Law, which allows sharing of non-confidential data between government entities and other stakeholders to complete the legislative framework for turning Dubai into a Smart City.   The new law will make the data accessible to researchers, investors and service developers via an integrated platform. The law will create opportunities for collaboration, innovation and entrepreneurship between government and non-government entities, which would in turn increase the competitiveness of data providers at the local, regional and international levels.

Dubai has issued a new open data law allowing government departments and other organisations to share non-confidential data. The law was issued by Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates and ruler of Dubai to further the emirate’s efforts of transforming into a smart city. Under the new law, non-confidential data will be made accessible to researchers, investors and service developers via an integrated platform, state news agency WAM reported. The legislation is also expected to create room for more collaboration and innovation between government and non-government entities. This in turn will increase the competitiveness of data providers.

A modern car is reported to contain a hundred million lines of code to deliver optimised performance. But we learned last month that all this software can also be used to cheat. Volkswagen had a cheating software in its diesel cars so that the car appeared to meet emission standards in the lab while switching off the emission controls to deliver fuel economy on the road.

Non-confidential data can now be shared between government entities and other stake holders as a result of a new law. The Dubai Open Data Law was issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. An integrated platform will make the data accessible to researchers, investors and service developers. Dr. Aisha Bin Bishr, Assistant Director of The Executive Office, says this law will help clarify any confusion there is on the types of data the city uses.

Bureaucracy within State agencies still stands in the way of Kenya’s open data initiative, with the government now planning stringent regulations to cut the red tape. A report by an independent auditor, Roles Management Institute, issued to the ICT Authority Friday states that only 31 government agencies against an existing 263 submitted their data to the Kenya Open Data Portal this year. It further states that in 2011 only four agencies complied, with the number moving to 25 last year. It recommends the hastening of ‘Access to Information and the Data Protection Bill.’ “The bills seek to express the rights of citizens to information from the state.
