Bureaucracy within State agencies still stands in the way of Kenya’s open data initiative, with the government now planning stringent regulations to cut the red tape. A report by an independent auditor, Roles Management Institute, issued to the ICT Authority Friday states that only 31 government agencies against an existing 263 submitted their data to the Kenya Open Data Portal this year. It further states that in 2011 only four agencies complied, with the number moving to 25 last year. It recommends the hastening of ‘Access to Information and the Data Protection Bill.’ “The bills seek to express the rights of citizens to information from the state.
