The Singapore and British Governments are partnering to share their datasets with citizens. Developers will be able to register for access to billions of data points from the public and private sectors in both countries. The aim is to inspire startups in UK and Singapore to develop new services using the data. The first datasets will be available from the end of January 2016, after which the countries will host a series of monthly data innovation challenges. A Singaporean startup – Newton Circus – will analyse downloads of these datasets to show which are the most valuable and how they are being combined with other data.

In a time of exponential data growth, human development and climate change, the intergovernmental Group on Earth Observations (GEO) announced Friday that members are committed to sharing data on Earth observations. “We promote open access to data, knowledge and information,” Dr. Jianlin Cao (pictured right), China’s vice minister of science and technology, notes in a GEO statement issued last Friday following the conclusion of the week-long 12th plenary session and fourth ministerial summit in Mexico City. “Data sharing is key for the Global Earth Observation System of Systems,” Dr. Cao continued.

The Paris climate conference, better known as COP21, is right around the corner, and the head of the oldest environmental advocacy organization in the world is thinking about how environmentalists, citizen scientists and policymakers can better use data to promote sustainability and measure impact. Inger Andersen is a former vice president for sustainable development and vice president for the Middle East and Africa at the World Bank, where she tackled the special challenge of promoting sustainability and conservation in the region. Now, as director-general of the International Union for the Conservation of Nature, a member of the Eye on Earth Alliance, Andersen is also a spokesperson for the EoE Summit, hosted last month in Abu Dhabi, United Arab Emirates.

Big data is a gold mine for those in the analytics world who can make sense of the reams of web records or sales information modern consumers leave trailing in their wake. For the average statistician — or data scientist, as they increasingly prefer to be known — the problem of this embarrassment of riches is what to measure and how to measure it. One of the worries about the strength or otherwise of China’s economy is that the official statistics track outdated metrics and therefore paint a misleading picture.

Upon closer inspection, it becomes clear that the portal has only just begun its journey towards making a real impact for everyday Indians: critical datasets are unavailable on data.gov.in, available datasets are often outdated, duplicated, incomplete, inadequately referenced and lack common terms used to describe the data. Top level metadata such as data collection methodology and a description of the variables are also either missing or incomplete. These shortcomings make it difficult to compare and analyse datasets properly. The National Data Sharing and Accessibility Policy (NDSAP) was designed to fill this need and govern the release of India’s  government data. However, in practice, it has not been implemented equally across all agencies and departments.

Humans, by their nature, categorize. Economists are no different. For many years, the World Bank has produced and used income classifications to group countries. The low, lower-middle, upper-middle and high income groups are each associated with an annually updated threshold level of Gross National Income (GNI) per-capita, and the low and middle income groups taken together are referred to in the World Bank (and elsewhere) as the “developing world.” This term is used in our publications (such as the World Development Indicators and the Global Monitoring Report) and we also publish aggregate estimates for important indicators like poverty rates for both developing countries as a group and for the whole world.

Data: it’s a strong contender for the English Language’s Most Boring Word prize, evoking images of sleep-deprived geeks seeking patterns in reams of disconnected statistics. In reality, though, it’s data – or Big Data to be specific – that’s powering some of the most innovative R&D, targeted marketing and sales approaches in the North East, not to mention fuelling a drive to create the smart cities of the future. Indeed, the FSB, Dynamo North East and Sunderland Software City recently joined forces to host a conference on the potential value of open data, and looking at how the North East can lead the way in how it is used.
