In this week’s edition of our open source news roundup, we take a look at a new pan-European open data portal by the European Commission, WordPress.com going open source, and more! Matthew Broersma wrote for TechWeek Europe about a new pan-European open data portal launched by the European Commission. This portal is designed to make open data sets more accessible, and to encourage the wider use of the data. This new portal is currently in beta testing and already includes 240,000 datasets from 34 European countries. Open access publishing is now an accepted and often expected norm. However open access still comes in many flavours and it is important to question how open is open–a variety of different licenses permit or restrict reuse to very variable degrees. It is also no longer sufficient for a research article to be open access without also making the underlying data openly available. In a follow-on wave of scientific accountability, open data is also now a priority issue. An increasing awareness of the need for data management practises and the implementation of new policies at funders and publishers (including the PLOS Data Policy) are leading to a sea-change.

That’s enough to power NYC twice over. That number is expected to grow by half again by 2020.

“It’s really powerful. It’s in people’s hands; it’s in people’s homes. How do we use it for the greater good?”. GODAN partner VOTO Mobile is a three-year old Ghana-based tech startup and social enterprise which helps businesses, governments, and NGOs use mobile technologies to gather information and feedback through interactive SMS or voice calls in local languages. According to their website, VOTO’s mission is to “empower communities to collect and share information to drive positive social change.” Stacie Irwin, the Regional Director of Programs for Anglophone West Africa, says that when it comes to the conversation of open data, it’s great to have people and partners that come in from all different angles.

The city council for Mississauga has greenlighted a new plan to improve city services through the implementation of Smart City technology and big data best practices. The Greater Toronto Area city has put forward a new IT Master Plan, which represents a complete overhaul of the city’s tech and digital strategy in an effort to streamline city operations. “The city has established itself as a leader in the use of technology to engage citizens and deliver services through innovation and partnerships,” Shawn Slack, Mississauga’s director of IT and CIO, said in a statement. “Through the IT Master Plan process, a whole new set of inspiring possibilities has been established forming a new and exciting vision for the future.

GODAN will sponsor the CTA AgriHack Durban Hackathon Challenge winners for the Best Use of Open Data category. The AgriHack provides opportunities for youth by raising awareness for agriculture as a sector where they can bring added value without being an agricultural specialist; promoting capacity building to help youth find jobs; and creating entrepreneurship possibilities to start their own company for agricultural services. An app or platform to fight climate change, using available climate change open data, in particular those put together by the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS).

As part of Ontario’s commitment to Open Government the province is making government data publicly available to increase transparency and spur innovation. The Open Data Directive will take effect on April 1, 2016 and will apply to all Ontario ministries and provincial agencies requiring them to make data public, unless it is exempt for privacy, legal, confidentiality, security or commercially sensitive reasons. The directive will ensure that open data does not contain personal or confidential information. The government collects and generates data on a wide variety of topics such as school enrolment and traffic volume.
