Open access publishing is now an accepted and often expected norm. However open access still comes in many flavours and it is important to question how open is open–a variety of different licenses permit or restrict reuse to very variable degrees. It is also no longer sufficient for a research article to be open access without also making the underlying data openly available. In a follow-on wave of scientific accountability, open data is also now a priority issue. An increasing awareness of the need for data management practises and the implementation of new policies at funders and publishers (including the PLOS Data Policy) are leading to a sea-change.
