Google has announced plans to open a data center at the former Hemlock Semiconductor site in Montgomery County. That land has sat unused for more than two years. In a release, Google said it expects the site to bring 70 jobs and more than $600 million to the area. “We are grateful for Google’s significant investment in Tennessee and the new jobs that will be created in Montgomery County,” Gov. Bill Haslam said in a release. “This is one of the world’s most well-known brands, so it says a lot for our state that it will soon be home to Google’s eighth U.S. data center.” No timetable was given for the opening of the data center, but Google officials said it could take year. Monday night, the Clarksville City Council approved use of the old Hemlock site.

Almost two years after voters in Jackson decided to tax themselves an extra 1-percent worth of sales tax on certain goods, heavy machinery will soon be turning dirt and the City will start spending from the tax fund. Officials also believe sales-tax-related construction will be a good test for a new openness and transparency regime the City says it’s entering. In a near-unanimous vote, the Jackson City Council approved hiring of Jackson-based IMS Engineers for $839,999 to manage projects in the first year of the 1-percent sales-tax master plan. Mayor Tony Yarber said total first-year expenditures will total about $15 million.

In September, the Steel City launched the Pittsburgh Roadmap for Inclusive Innovation, a strategy to facilitate residents’ participation in the New Economy, improve the city’s capacity to serve the public through data-driven services and increase resilience by strengthening the clean tech and local business sectors. According to the roadmap’s website, 43 percent of the plans drafted to support those goals are underway, but but there’s much more work to be done. “We’ve launched the roadmap and that it’s been great, but there’s still a lot to do. The fact is that it’s an evolving, living document, so it’ll never be done,” Debra Lam, the city’s chief innovation and performance officer, told GCN in a Dec. 18 interview. “We’ll never accomplish ‘inclusive innovation’ and be done with it.

Given how often it’s changed and how unreliable some of its entries can be, Wikipedia is a notoriously overused source for all kinds of research. Stephen Colbert hilariously demonstrated this way back in 2006 (“The Revolution Will Not Be Verified”). Yet, a 2014 study from the IMS Institute for Healthcare Informatics indicated that Wikipedia is the top online source of healthcare information for physicians and patients alike. Seeking to improve the quality and accuracy of health information on Wikipedia and elsewhere on the Internet, open-data startup DocGraph this month introduced Batea, a browser extension that mines the browsing history of medical students for URLs of their clinical research.

In 2015, data discovery moved out of the IT shop and onto users’ desktops. Tools such as Tableau, QlikView, Domo and Datameer augmented existing enterprise IT systems and allowed individuals to apply sophisticated visualization capabilities to vast amounts of existing data without writing code. The days of submitting requirements, designing and developing solutions and testing and deploying systems over many months (or years) for all things data-related have faded. With these new discovery tools, data access and analysis can now happen at the speed of business. This change is driving three important trends government agencies will see in 2016. The World Bank’s President called it “best news in the world” when the 2015 forecast of  extreme poverty rates was released in October, showing that less than 10% of the world’s population now live in extreme poverty. It is great news indeed and it was widely reported in the press. Some colleagues circulated the New Yorker magazine’s “Four Charts That Defined the World in 2015” from last week – their inclusion of the fall in global extreme poverty is very welcome. However, some of us found the chart they used to be a little tricky to interpret, and because we see the issues below quite regularly, we thought doing a quick remake and explanation would be worthwhile.

Open California is a new project unveiled this month by Planet Labs, a team of ex-NASA scientists dedicated to imaging the entire world and providing the data to the citizens of Earth. Planet Labs currently operates the largest constellation of Earth-imaging satellites, over 100. By 2016 it hopes to have round-the-clock coverage of the entire planet.
