In September 2014, a group of leading plant and agricultural researchers sat down at Washington University in St. Louis to discuss a looming question — how will agriculture in the Midwest be affected by climate change? This wasn’t just an academic exercise. Midwestern farmers grow the majority of the country’s corn and soybeans, and scientists had predicted that yields could take a substantial hit from changing weather patterns, with potential impacts on food prices and farmers’ earnings. Even though lots of researchers have studied how climate change could affect agriculture in the country’s “bread basket,” discussions have been siloed. Agronomists talk to other agronomists, soil scientists to other soil scientists, and agricultural economists talk to agricultural economists.

Open data practice is gaining momentum in the public sector and civil society as an important mechanism for sharing information, aiding transparency, and promoting socio-economic development. Within this context, licensing is a key legal mechanism that enables re-use without sanction. However, there is evidence of a “licensing deficit” and this raises questions regarding best practice and sustainability in emerging African open data initiatives, particularly in the context of intermediaries being encouraged to exploit shared data for economic and social benefit.

Just days before the Christmas holiday, city leaders held a pre-bid conference for an open proposal regarding new open data software that presents the city’s financial data digitally. A bid packet for the request describes a web-based system, or open data portal, that presents financial data and performance of taxpayer money. The bid is competitive and the proposals submitted should be sealed. A maximum budget was not disclosed in the solicitation advertisement but the contract is set for one year. “The proposed solution will increase accessibility and transparency of the city’s financial information and performance measures,” according to the proposal request documentation.

Minecraft is an intensely creative environment that provides virtually unlimited opportunities for doing cool things. Microsoft paid a few billion dollars on the platform for good reason. UK web specialist Christopher Gutteridge provided yet another demonstration of what Minecraft can do by connecting the popular computer game to a freely available mapping data. The inspiration for Gutteridge’s breakthrough was simple. After spending eight months attempting to map out his hometown of Ventnor in Minecraft by hand, he decided enough was enough. Then, he came up with a better solution. “To create the model I had to painstakingly measure everything from maps and aerial photography and do my best to guess the height of the cliffs and buildings,” said Chris.

New York City Council members are taking one more crack at improving the city’s open data policy, passing two more bills to improve agency accountability and bolster citizens’ access to the data made available under open records laws. The council voted to send the bills to Mayor Bill de Blasio’s desk last week, a move that comes on the heels of the mayor agreeing to sign five other open data bills earlier this month. De Blasio has not yet acted on the most recent batch of bills.

SACRAMENTO, Calif. — Code for Sacramento has created a new user-friendly tool that helps residents learn about how the city spends its money. The data dashboard takes budget information from fiscal year 2015-2016 and presents it in interactive charts that users can manipulate. The organization built the dashboard over four months. The city of Sacramento opened its data on a public website portal two years ago. However, little had been done with the budget information until the city approached Code for Sacramento, a local division of Code for America, in May. “They have themselves, I like to think in part with our encouragement, started to release a lot more of their data including budget data.

Google has announced plans to open a data center at the former Hemlock Semiconductor site in Montgomery County. That land has sat unused for more than two years. In a release, Google said it expects the site to bring 70 jobs and more than $600 million to the area. “We are grateful for Google’s significant investment in Tennessee and the new jobs that will be created in Montgomery County,” Gov. Bill Haslam said in a release. “This is one of the world’s most well-known brands, so it says a lot for our state that it will soon be home to Google’s eighth U.S. data center.” No timetable was given for the opening of the data center, but Google officials said it could take year. Monday night, the Clarksville City Council approved use of the old Hemlock site.
