Over at Stat, a new publication about science and health associated with the Boston Globe, Charles Piller reports that most — most! — research institutions are breaking the law about reporting on human clinical trials. Or as the story puts it: Stanford University, Memorial Sloan Kettering Cancer Center, and other prestigious medical research institutions have flagrantly violated a federal law requiring public reporting of study results, depriving patients and doctors of complete data to gauge the safety and benefits of treatments . . . The worst offenders included four of the top 10 recipients of federal medical research funding from the National Institutes of Health: Stanford, the University of Pennsylvania, the University of Pittsburgh, and the University of California, San Diego.

“Transparency,” “good governance,” “access to information,” “citizen engagement,” and “inclusion,” have all been buzz words In Tunisia since its largely peaceful, political revolution in 2011. Civil Society Organizations (CSOs) have since been trying hard to see these concepts put into practice, partly by using a new access to information law, but also by calling on the donor community to help. The World Bank responded by taking the lead in creating policies and tools to enable a partnership between Tunisia’s administration and its civil society, one that will make it easier for Tunisia to meet standards set by the Bank’s worldwide Open Government Partnership. This initiative has encouraged governments everywhere to become more transparent, accountable, and responsive to their citizens.

Are you a coder, a civic-minded person, or perhaps both? Then Code for Eau Claire should be on your radar. The newly formed organization, a local brigade of Code for America, bills itself as “a group of developers, designers, data geeks, and idea-makers who help local government and civic organizations inform and engage the community, promote open policies, and build technology-based solutions that address everyday challenges in our area.” Volunteers are interested in topics such as open data, data visualization, and creating civic apps, and Code for Eau Claire’s idea list includes creating an aggregator for city committee agendas, building a city budget visualizer, and making an interactive bike map.

Each year, I reflect on Opensource.com’s top government stories of the year. I look for trends among our most popular stories. Stories about new tools and applications generally top the list, as well as, case studies detailing how governments are implementing those tools. While this was certainly true this year as well, it’s notable that many of our most popular articles featured governments outside the US. We kicked off the new year with 2015: The year the UN resets the count, an article that explores how open data and open source can help Member States reach the UN’s Sustainable Development Goals and the particular impact this could have on the developing world. Our top government article this year was Mark Bohannon’s review of the Government of India’s new open source policy.

That’s why this holiday season, the presents under the tree aren’t the only things that we’re eagerly anticipating being opened. The time has come for Santa Claus to open his data. Though Santa Claus’s exact and complete public function is unknown, his close working relationship with government agencies such as the North American Aerospace Defense Command (NORAD), the United States Post Office (USPS) and the White House suggest that he and his workshop may be government contractors, or may act as a quasi-governmental agency. In fact, it has been reported that Santa Claus himself is not merely a government contractor, but an elected government official in the North Pole.
