Around 1,000 people — students, free software/source activists and academics — held a meet and a rally against this very petition and the Free Basics cause here on Tuesday. Naming the FB campaign “a corporation’s attempt to control Internet usage including content and pattern” in the country, the organisers asked the Telecom Regulatory Authority of India (TRAI) to favour net neutrality over Free Basics.

You might know Albuquerque as the setting for AMC’s “Breaking Bad” TV series, but New Mexico’s biggest city earned praise this year as one of the country’s most “digital” cities. Albuquerque may be small, relative to digital powerhouses like New York City or Chicago or Los Angeles, but GovTech Magazine recently ranked it sixth in the United States for its use of technology in the public sector. The city launched a streamlined 311 app for iOS, Android and the web in 2013, enabling residents to easily report non-emergency issues.

Richard Pan’s bill that would require California to adopt an open data policy and appoint a chief data officer failed to pass. Under the bill, each state agency would designate a data coordinator to report to the chief data officer, who would establish a series of annual benchmarks for the amount and type of data published on the statewide portal.

The general public can now more easily access a trove of Philadelphia real estate information through the city’s OpenData.org portal. Mayor Nutter’s Office announced Monday the release includes property tax balances, part of 38 real estate related datasets that also cover vacant lot cleanups, violations, and even a list of an RSS feed of all housing classifieds offered on the Philadelphia Craigslist site. The city pointed out the dataset holds records for more than 96,000 properties that owe back taxes and another 40,000 that have overpaid. “Expanding access to property tax balance information allows users to understand the scale and detail of delinquency,” said Revenue Commissioner and Chief Collections Officer Clarena I. W. Tolson.

As we noted in November, there’s an open data movement afoot in Delaware. In just a month, the campaign for more transparency has grown even stronger: the Wilmington Office for Economic Development, City Council and the Open Data Delaware Meetup have all begun pushing the movement forward. The director of Wilmington’s Economic Development office, Jeff Flynn, said the office purchased the domain opendatawilmington.com the other week. “Wilmington is ready for open data,” he said. So far, the site shows three datasets: Flynn said that the beta site, a portal set up by Tapp Network, is the product of a year’s worth of talks about how to bring open data to Wilmington. This time next year, he said he hopes to have at least 10 data sets from the city on the site.

The city of Philadelphia has released a significant new data set that provides information on local property tax balances. The data includes all current balances and credits dating back to 1972 and is updated weekly. The weekly updates are also notable. Philadelphia will be one of a small group of cities that is providing timely updates to its open data information. The dataset contains records for more than 96,000 properties with balances owed and about 40,000 properties with credits/overpayments. In addition to being available for download, the data is accompanied by a visualization tool enabling users to easily browse, sort, and drill down into the data within their web browser.
