One of the biggest decisions we make is choosing a career. It’s a process that isn’t always transparent. But data helps with these choices. By unleashing data that has traditionally been locked up, we can provide an incredible opportunity to better inform our career choices. Combined with our fast-paced, rapidly-evolving economy, it is becoming increasingly rare for an individual to work in one industry for an entire career. That means, as the President said in his State of the Union Address, gaining new skills and rapidly retooling is even more important in today’s job market. Job training programs need to keep up with the pace and access to better data can help them do that. However, our education and training programs take too long to adapt.

World-renowned US open data expert Beth Noveck will be live online talking with New Zealanders about the world’s greatest free resource to mark Open Data Day tomorrow (Saturday 5 March). Ms Noveck – named one of the “13 Influential Women in Technology” by the Huffington Post – will headline the New Zealand celebrations via a Google Hangout, hosted by the LINZ-based Open Government Information and Data Team. “Open data is data that anyone can access, use or share, simple as that,” says Rochelle Stewart-Allen from the Open Government Information and Data Team. “Freely accessible public data has huge potential to drive business growth, scientific innovation and programmes for public good.

For the first time ever, New Zealanders will have the chance to talk open data and innovation with world-renowned US expert on open government Beth Noveck, Land Information Minister Louise Upston said today. Named one of the “13 Influential Women in Technology” by the Huffington Post, Ms Noveck will talk to a New Zealand audience online to mark International Open Data Day on 5 March. “This day is a chance for people around the world to support and encourage the adoption of open data policies by local, regional and central governments,” Ms Upston says. Open data refers to publicized data that is freely available and accessible by anyone and can be reused or redistributed. As requirements for being “open data,” the Japanese government has defined two criteria: (1) the data format must be machine-readable, and (2) the data should be published under a usage rule that allows secondary use without requiring a lot of manpower. Utilization of open data is expected to promote information sharing among different areas and make work and operations more efficient and sophisticated. In Japan, the Great East Japan Earthquake resulted in attention being drawn to the importance of “horizontal” information sharing among various fields.

ECMWF, as the Entrusted Entity for the Copernicus Climate Change Service (C3S), has issued the first tenders for the production of Essential Climate Variable (ECV) Datasets based on Earth Observations.  These products will help to establish a service delivering a series of gridded long-term Climate Data Records (CDRs) of Essential Climate Variables, along with the associated input data and user support functions. In a short amount of time, open data has gone from an abstract idea to an increasingly common practice that government entities throughout the country and the world seek to achieve. One problem that keeps coming up is usability. It’s great that data is liberated and accessible online, but what are you going to do with all of that data if you don’t know where to start in the first place? Most of us are not data scientists, but the information contained within these datasets is just as important to us and is something that we’d like to interact with as well. This point has not been lost on data providers, which is why we were very happy to see the Commerce Department launch the Commerce Data Usability Project (CDUP).

Its variety of open source software components and related tools for capturing, processing, managing and analyzing data, and the low overall cost of Hadoop clusters, are alluring to lots of organizations. But, as this series has examined, the open source Hadoop framework only offers so much, and companies that need more robust performance and functionality capabilities as well as maintenance and support are turning to commercial Hadoop software distributions. Because Hadoop is a technology that’s managed via The Apache Software Foundation’s open source process, the sales model of Hadoop distribution vendors differs from that of proprietary software development companies.

Fears over the new Snooper’s charter are growing, as a revision of the proposal expands the powers that the police would have to look at people’s online data, should the bill get passed. The revised Investigatory Powers Bill, to give it its official name, was published on Tuesday and has worried many people. The Bill has had a convoluted past, being put off and blocked by some parties and political figures for its controversial threat to privacy. This latest version will extend the powers of the public authorities to access people’s internet history and gain access to smartphones.
